Habitat for Humanity Indonesia, in collaboration with two other Indonesian organizations, is preparing a 3-year initiative titled ACCESS: Advancing Climate-Resilient Communities through Empowering Sustainable Solutions in Gunung Kidul Regency, Yogyakarta. This project, supported by Habitat for Humanity Germany and BMZ, aims to strengthen the livelihoods and climate resilience of vulnerable communities in Nglipar Subdistrict by improving access to clean water, promoting sustainable wastewater reuse, empowering women-led home-based microenterprises, and enhancing inclusive governance.
The project will directly benefit over 4,500 individuals through targeted interventions such as hybrid-powered water systems, home-based greywater recycling, kitchen renovations for food production, and capacity-building for local planning structures. It emphasizes inclusive participation, particularly for women, persons with disabilities, and low-income households, and seeks to institutionalize sustainable practices through community ownership and collaboration with local government stakeholders.
ACCESS - Project Manager
The ACCESS Project Manager will lead the implementation of a multi-year, multi-stakeholder development project focused on climate resilience, inclusive governance, clean water access, and women-led entrepreneurship in Gunung Kidul Regency. The role involves strategic planning, coordination, monitoring, and reporting to ensure the project meets its objectives effectively and efficiently. The ACCESS Project Manager will report to Sr. Manager Operations on the implementation of ACCESS Project, funded by BMZ. The Project Manager is responsible in the implementation of the ACCESS Project by ensuring that all project sub-objectives can be implemented and achieve its intended objectives which will lead to the project outcome achievement as planned. The Project Manager is responsible in the management of ACCESS project implementation which covers project sub-objectives which are implemented by Habitat Indonesia as well as sub-objectives managed by the two project partners, the SAPDA Foundation and SPEK-HAM Foundation so that sub-objective achievements contribute to the project's outcome achievement. The ACCESS Project Manager will lead the project implementation and ensure that it follows the approved project design as per agreement, budget, timeframe, availability of proper supporting documentation, evidence, means of verifications as well as compliance to BMZ and Habitat for Humanity Indonesia's project implementation policies, rules and regulation and relevant Indonesia's national and sub-national law, regulation and policy.

Key Responsibilities:
  1. Strategic Project Leadership
  • Develop and oversee the execution of the project's detailed implementation plan, ensuring alignment with the project's five sub-objectives and result matrix.
  • Lead cross-functional teams and coordinate with partner organizations (SAPDA and SPEK-HAM) to ensure timely and quality delivery of activities.
  • Monitor progress against indicators and adapt strategies to address emerging challenges and opportunities.
  • Ensure that all relevant project's supporting documents, evidence documentation and means of verifications required are available as per donor requirement/standards.
 
  1. Stakeholder Engagement & Partnership Building
  • Serve as the primary liaison between HFH Indonesia, local government agencies (e.g., Bappeda, DPUPRKP, Dinsos PPPA, Kapanewon), village administrations, and community groups.
  • Facilitate multi-stakeholder meetings, advocacy campaigns, and community consultations to foster ownership and sustainability.
  • Strengthen relationships with donors, including BMZ and HFH Germany, through regular updates and transparent communication.
 
  1. Technical Oversight & Quality Assurance
  • Supervise the implementation of infrastructure components such as solar-powered water systems, rainwater harvesting facilities, and greywater recycling systems.
  • Ensure technical standards are met in construction, water treatment, and sanitation systems, in collaboration with engineers and WASH specialists.
  • Oversee the renovation of MSME kitchens to meet food safety certification standards and support women's economic empowerment.
 
  1. Inclusive Governance & Community Empowerment
  • Support the formation and capacity-building of Pokja PUG (Gender Mainstreaming Working Groups) and thematic Musrenbang forums.
  • Promote meaningful participation of women, youth, and persons with disabilities in village planning and decision-making processes.
  • Facilitate leadership and advocacy training sessions to build community capacity in governance and resource mobilization.
 
  1. Capacity Building for Partner Organizations
  • Lead and coordinate capacity-building initiatives for SAPDA, SPEK-HAM and Habitat Indonesia's staffs in project management, financial systems, procurement, safeguarding, and MEAL.
  • Organize training sessions on policy brief writing, resource mobilization, and donor compliance.
  • Support the development of internal SOPs and institutional frameworks to enhance long-term sustainability and operational effectiveness.
  • Promote cross-learning between HFH Indonesia and partners through joint workshops, mentoring, and collaborative planning.
 
  1. Monitoring, Evaluation, Accountability & Learning (MEAL)
  • Collaborate with MEAL specialists to design and implement monitoring frameworks, baseline surveys, and end-of-project evaluations.
  • Ensure data collection is disaggregated by sex, age, and disability (SADD) and used to inform adaptive management.
  • Lead quarterly program quality meetings and contribute to lessons learned workshops and knowledge product development.
  • Lead regular project coordination meetings between Habitat Indonesia, SAPDA and SPEK-HAM
  • Ensure that relevant data and information are available for the regular project implementation coordination with Habitat Germany and Habitat International Area Program Office.
 
  1. Financial Management & Compliance
  • Oversee project budgeting, expenditure tracking, and financial reporting in coordination with the Finance Supervisor and Finance Officer.
  • Ensure compliance with BMZ financial guidelines, including documentation of co-financing, VAT treatment, and procurement procedures.
  • Support partner organizations in strengthening their financial management systems and internal controls.
  
  1. Risk Management & Safeguarding
  • Identify and mitigate risks related to sociocultural dynamics, ecological sustainability, political shifts, and operational challenges.
  • Ensure safeguarding protocols are implemented across all activities, especially those involving vulnerable groups.
  • Establish and manage a Feedback and Response Mechanism (FRM) to ensure community concerns are addressed promptly and transparently.
 
  1. Personnel Management
  • Supervise and support HFH Indonesia project staff including coordinators, facilitators, construction specialists, and finance personnel.
  • Provide guidance and performance oversight for partner organization staff involved in project implementation.
  • Ensure clear roles, responsibilities, and communication channels across all teams.
  • Facilitate team building, staff development, and conflict resolution to maintain a collaborative and productive working environment.
  • Participate in recruitment, onboarding, and capacity development of new staff as needed.
 
Qualifications:
  1. Bachelor's degree in civil engineering, architecture, social work, or related field.
  2. Minimum 5 years of experience in community development, with at least 2 years in a supervisory or project management role.
  3. Proven experience working with INGOs/NGOs on multi-sectoral development projects especially in rural and/or peri-urban areas.
  4. Strong understanding of climate resilience, WASH, GEDSI, and inclusive governance.
Skills & Competencies:
  1. Strategic thinking and problem-solving abilities.
  2. Excellent communication, facilitation, collaboration and negotiation skills.
  3. Strong leadership and team management capabilities.
  4. Proficiency in project budgeting, reporting, and donor compliance.
  5. Fluency in Bahasa Indonesia, English and Javanese
  6. Understanding of socio-cultural context of the society living in rural/peri-urban areas in Jogjakarta Province and its Regencies. 
  7. Adhere to Habitat for Humanity's value and mission
  8. Well informed and practising GEDSI and Safeguarding 
  9. High level of stress management skills and coping mechanisms
Other:
Willing to be based at project site in Gunung Kidul Regency, Kapanewon Nglipar, with regular travel to Habitat Indonesia site office in Jogjakarta, and partners office in Surakarta and Jogjakarta.
