Habitat for Humanity Indonesia, in collaboration with two other Indonesian organizations, is preparing a 3-year initiative titled ACCESS: Advancing Climate-Resilient Communities through Empowering Sustainable Solutions in Gunung Kidul Regency, Yogyakarta. This project, supported by Habitat for Humanity Germany and BMZ, aims to strengthen the livelihoods and climate resilience of vulnerable communities in Nglipar Subdistrict by improving access to clean water, promoting sustainable wastewater reuse, empowering women-led home-based microenterprises, and enhancing inclusive governance.
ACCESS – MEAL Officer
The ACCESS Project MEAL Officer will act as key person in ensuring that robust monitoring, evaluation, accountability, and learning systems for the ACCESS Project implementation are in place. The MEAL Officer will work closely with field teams, partners (SAPDA and SPEK-HAM), sector specialists, and community stakeholders to track progress, measure impact, and ensure adaptive management throughout the project lifecycle. Internally, the MEAL Officer will provide support to relevant MEAL function in Habitat Indonesia's Jogja site office in coordination with Habitat Indonesia Operations Team and the National Office's MEAL personnel.

Key Responsibilities:
  1. Monitoring & Data Collection
  • Implement the ACCESS Project's MEAL framework and data collection plan in alignment with the result matrix and donor requirements.
  • Conduct regular field visits to collect quantitative and qualitative data from beneficiaries, including surveys, interviews, and focus group discussions.
  • Ensure all data is disaggregated by sex, age, and disability (SADD) and accurately reflects project indicators.
  • Support relevant MEAL function in Habitat Indonesia Jogja site office's service areas and activities.
  1. Evaluation & Reporting
  • Support baseline, midline, and endline evaluations in collaboration with the MEAL Senior Specialist and external evaluators.
  • Prepare monthly and quarterly monitoring reports summarizing progress, challenges, and recommendations.
  • Contribute to donor reports by providing validated data and analysis on project outcomes and outputs.
  1. Accountability & Feedback Mechanisms
  • Manage the Feedback and Response Mechanism (FRM), including hotline, in-person feedback, and community consultations.
  • Ensure timely documentation, analysis, and resolution of community feedback and complaints.
  • Promote transparency and responsiveness by sharing feedback results with stakeholders and integrating them into project planning.
  1. Learning & Adaptive Management
  • Facilitate quarterly Program Quality Meetings (PQMs) to review progress, share lessons, and adjust implementation strategies.
  • Support the organization of annual Lessons Learned Workshops and contribute to knowledge product development.
  • Document best practices and innovations emerging from the field and share them with partners and stakeholders.
  1. Capacity Building & Partner Support
  • Provide technical support to SAPDA and SPEK-HAM in developing and implementing their MEAL frameworks.
  • Conduct joint monitoring visits and mentoring sessions with partner staff to strengthen data quality and reporting.
  • Support training sessions on result-based management, safeguarding, and policy brief writing as part of Sub-objective 5.
  1. Coordination & Collaboration
  • Work closely with the Project Manager, Output Managers, and field facilitators to ensure MEAL integration across all sub-objectives.
  • Liaise with government agencies, academic institutions, and community groups for collaborative data collection and validation.
  • Ensure alignment with donor expectations, including BMZ and HFH Germany, through consistent documentation and communication.
 
Qualifications:
  1. Bachelor's degree in education, Social Sciences, Statistics, or related field.
  2. Minimum 5 years of experience in project monitoring, evaluation, and community organizing.
  3. Experience working with NGOs or INGOs in rural development, WASH, gender, or governance projects.
  4. Familiarity with participatory monitoring tools and digital data collection platforms.
Skills & Competencies:
  1. Strong analytical and data management skills.
  2. Experienced in using both qualitative and quantitative research methodology
  3. Experienced or at least well informed on the use of PRA/RRA methodology and tools in development project.
  4. Excellent communication and facilitation abilities.
  5. Ability to work independently and collaboratively in multi-stakeholder environments.
  6. Commitment to gender equality, disability inclusion, and community empowerment.
  7. Fluency in Bahasa Indonesia and Javanese; English proficiency is an asset.
Other:
Willing to be based at project site in Gunung Kidul Regency, Kapanewon Nglipar, with regular travel to Habitat Indonesia site office in Jogjakarta, and partners office in Surakarta and Jogjakarta.
