Background
Yayasan ADRA Indonesia is an Agency of the Seventh-day Adventist Church. The mission of the agency is to serve humanity so all may live as God intended. ADRA Indonesia belongs to the worldwide ADRA network, comprised of more than 120 supporting and implementing country offices.
ADRA has more than 20 years of experience on emergency response throughout Indonesia. ADRA Indonesia has activated National Emergency Management and Plan to provide emergency response to the most affected families. The goal of emergency intervention is to protect lives, reduce suffering and increase coping capacity of populations during acute emergency phase following Cyclone Senyar disaster.
Functions of role
The Area Representative (AR) serves as the organization's lead focal point in their assigned province, supporting coordination, assessment, response implementation, and reporting. The ER Area Representative ensures effective engagement with government, cluster mechanisms, increase capacity of local partners, and affected communities to facilitate timely and accountable humanitarian interventions.
Duties and Responsibilities
The ER Area Representative will work under the supervision and to support Emergency Response Coordinator to deliver quality project outputs that contribute to protect lives, reduce suffering and increase coping capacity of populations during emergency phase. The Area Representative is required to undertake the following tasks:
· Represent the organization in coordination meetings, liaise and maintain strong relationships with government authorities, NGOs, and local partners.
· Provide real-time updates from the field to the national Emergency Response Team (ERT) and support alignment of organizational response activities with relevant stakeholders.
· Organize and manage program team to deliver humanitarian intervention that meet minimum humanitarian standards and ensure the humanitarian operation adhere humanitarian core principles
· Identify operational needs, set priorities and communicate this to the emergency response coordinator.
· Support ERT to develop plans and strategies for transition to early recovery, rehabilitation and reconstruction.
· Monitor emergency response and adapt approach as required, including analyse their fulfilment of project design, following donors' and partners' procedures and guidelines
· Ensure affected communities receive clear information on available services and distribution schedules. Facilitate complaint-handling mechanisms in coordination with MEAL staff and uphold safeguarding policies and report any concerns immediately
· Ensure staff, volunteers, and partners comply with safety procedures during field missions and coordinate movement tracking and communication protocols.
· Provide regular reports, including quality and timely final report to ERC as required.
Qualifications and Competencies Required
· A bachelor or master degree in political or social science, management and development related field with minimum 5 (five) years of experience in humanitarian sector.
· Sound knowledge and exposure to a wide range of disaster response or response to humanitarian crisis in Indonesia or managing disaster risk management related projects
· Strong understanding of government emergency structures and coordination mechanisms with demonstrated skills to establish and maintain contacts with government senior officials for effective advocacy and influence policy makers
· Demonstrate good knowledge of humanitarian principles and standards, including architecture of emergency response in Indonesia
· Solid knowledge and experience in project management and financial resources management
· Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability and ability to work under pressure in dynamic, high-stress emergency conditions.
