Within this context, the Advisor supports strategic efforts to accelerate renewable energy deployment – particularly solar PV – through improved procurement approaches, enabling policy frameworks, and market-oriented reform measures. The position works in close cooperation with senior government counterparts while remaining fully embedded within the GIZ Indonesia Energy Programme.
GIZ seeks one (1) motivated and qualified Indonesian candidate for:
Advisor – Renewable Energy Expansion & Procurement Strategy

A. Task and Responsibilities
- Provide technical and strategic advisory support on accelerating renewable energy deployment in Indonesia, with particular focus on solar PV procurement approaches, investment frameworks, and implementation challenges.
- Engagement with senior government counterparts, including the MEMR Minister's special staff and the MEMR Centre for Policy Strategy, by contributing technically sound and practically grounded inputs.
- Analyse regulatory, commercial, and institutional bottlenecks affecting renewable energy expansion and propose actionable improvement options.
- Contribute to the development and assessment of procurement mechanisms (e.g., competitive selection schemes, auction models, PPA structures) to enhance transparency, bankability, and investment attractiveness.
- Assess implications of renewable energy expansion for the power system, including integration aspects and coordination with PLN planning processes.
- Act as interface between government counterparts and GIZ technical teams, ensuring that analytical work and project results are translated into practical policy recommendations.
- Contribute to high-level meetings, consultations, and technical exchanges related to renewable energy scale-up and power sector reform.
- Ensure structured documentation and knowledge management of advisory processes and outputs in line with GIZ standards.

B. Required qualifications, competences and experience
Qualifications
- Bachelor's degree in engineering, energy, economics, or a related field; a Master's degree is an advantage.
- Several years of relevant professional experience in Indonesia's power or renewable energy sector, ideally with exposure to solar PV project development, procurement processes, utility planning, consulting, or energy associations.
- Solid understanding of Indonesia's electricity market structure, regulatory framework, and institutional landscape.
- Practical familiarity with renewable energy project economics, PPA structures, or competitive procurement mechanisms.
- Ability to analyse sector challenges critically and formulate pragmatic, implementable recommendations.
- Experience engaging with public sector institutions and private sector stakeholders in the energy field.
- Strong written and verbal communication skills in English and Indonesian.
