1.                   About the Project

 

Solutions for Integrated Land- and Seascape Management in Indonesia (SOLUSI) is a cooperation project between the Government of Germany and the Government of Indonesia through the Ministry of National Development Planning. Funded by BMUV (the German Federal Ministry for the Environment, Nature Protection, Nuclear Safety and Consumer Protection) through its finance commitment IKI (International Climate Initiative), SOLUSI aims to reduces the degradation of land-and seascapes in Indonesia, using ecosystem-based approach, incorporating green and blue economy principles, and thereby establishing climate-resilience livelihoods.

 

The project will run in three pilot provinces, namely Bangka Belitung, Central Sulawesi and Central Java and implemented by consortium including SNV, GIZ Yayasan KEHATI, and ICRAF (World Agroforestry).

 

 

2.                   Background and objectives of assignment

 

Background

During 2025, SNV conducted a behavioral study in Central Java, Central Sulawesi, and Bangka Belitung to understand community practices and barriers in reducing and managing plastic waste. The study applied the COM-B (Capability, Opportunity, Motivation–Behavior) framework and used in-depth interviews and FGDs with households, local governments, waste service providers, producers, and businesses.

 

Findings show that although plastic waste reduction policies exist, implementation remains weak due to limited socialization, low enforcement, and insufficient budget allocation for waste reduction. At the household level, open burning and dumping are still common, particularly in areas with limited waste services. Enabling infrastructure for 3R practices is inadequate, while community-based initiatives such as waste bank facility faces capacity, system, and transparency challenges. Affordable environmentally friendly packaging alternatives are also limited resulting in high dependency on single-use plastics consumption.

These findings apply as evidence-based in developing BCC strategy which highlights three main strategies; (1) awareness raising and capacity building in practicing reduce, reuse, recycle (3R) through public campaign, (2) increase skills and accessibility on waste services; (3) provide incentives to boost motivation in achieving zero-plastic waste. Therefore, as continuation of BCC zero-plastic waste initiatives, SNV as part of SOLUSI Consortium is committed to provide support for Local Government to develop and establish smart incentive mechanisms that able to motivate behavior change in practicing 3R principles in plastic waste management through partnership with related stakeholders, such as private sector, local NGOs, and community groups.

 

Objective of Assignment

Promoting 3R principles in plastic waste management towards zero-plastic is the important step to shifting the old paradigm of waste collection and disposal to the circularity of waste management. However, the activity should also be completed by increasing motivation to change the existing behavior and build skills and capacity to put 3R principles in action. With strong partnership with related stakeholders including private sector, the assignment is expected to establish smart-incentive initiatives to boost community's motivation in implement 3R principles towards zero plastic waste.

 

By the end of the assignment, the project is expected to have:

  1. 2 technical guidelines on BCC smart incentive mechanism to promote 3R principles in plastic waste management
  2. 2 digital media content plans to promote 3R principles in plastic waste management.
  3. Information, education, and communication (IEC) materials on plastic waste management.
  4. 2 smart-incentives for zero plastic waste initiatives are launched and implemented covering two landscapes of Banyumas and Cilacap.
  5. Lesson learned and best practices are documented and disseminated to related stakeholders including private sectors.

8.                   Qualifications

 

These are the criteria to determine the contract winner:

  1. Service provider consists of three to four experts in social behavioral change (SBC)/ behaviour change communication (BCC), environmental or social science, public health, project management or related fields with more than 5 years of experience in SBC, BCC, environmental or solid waste management issues with proven capacity in conducting behavior change campaign with incentive mechanisms approach.
  2. Experience working with Local Government, local NGOs, private sector, and community group.
  3. Experience in producing IEC materials for behavior change campaign.
  4. Service provider must be fluent in Indonesian and able to write reports in English.
  5. Submitted campaign plan with reasonable budget proposal.
