The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations. Its corporate objective is to improve people's living conditions on a sustainable basis. GIZ has been working in Indonesia since 1975 and formally with ASEAN since 2009 on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ).
Sustainable economic development with the focus on blue economy and maritime cooperation (marine litter prevention, sustainable fisheries) are some of the key priorities of the ASEAN-Germany Development Partnership. GIZ Indonesia and ASEAN implements Blue Economy measures as topics within the regional cluster "ASEAN".
The project "BlueFairFish (BFF) – Combating illegal fishing in ASEAN" commissioned by the German Federal Ministry of Economic Cooperation and Development (BMZ) and implemented by GIZ. It is embedded into the GIZ ASEAN Cluster and supports the ASEAN Sectoral Working Group on Fisheries (ASWGFi), representing relevant national line ministries of ASEAN Member States (AMS), and facilitated by the Food, Agriculture and Forestry Division (FAFD) of ASEAN Secretariat (ASEC). The project takes a multi-stakeholder approach working on a regional, national and local level with public institutions but also including private sector actors as well as civil society to harmonise the gap between regional frameworks and national policies. The project aims to address three outputs, namely 1) Support relevant ASEAN bodies in strategic orientation of the AMS towards sustainable fisheries, including the fight against illegal, unregulated and unreported (IUU) fishing; 2) Strengthen AMS' communication and exchange on best practices to promote sustainable fisheries; 3) Enhance technical and institutional capacity for cooperation between Indonesia and the Philippines in the fight against illegal fishing, and; 4) Improve sustainable and inclusive management of fish stocks with communities in Indonesia and the Philippines.
Indonesia, as a key member of ASEAN, plays an important role in regional maritime initiatives. As the largest country in the region by population and the largest archipelago in terms of marine biodiversity and blue economy (shipping, fishing communities, etc.). The country has a big influence on regional agendas by addressing challenges of marine litter or sustainable shipping industry developments. Guided by its national Blue Economy Roadmap, Indonesia's policies and regulatory approaches offer important entry points for regional alignment. Leveraging these experiences can strengthen synergies between national priorities and ASEAN's collective efforts.
To support BFF and the GIZ ASEAN Cluster, GIZ is currently recruiting one (1) Indonesian candidate for supporting the implementation of BFF implementation at the national level, and coordinate closely with bilateral projects on the topic of fisheries and blue economy, with the following position
In your role you are responsible for the technical, substantive and organizational implementation of a project's measures and activities. In consultation with your line manager, you also assume tasks related to planning, steering and monitoring the project, including project administration tasks in some cases. You are also responsible for providing specialist support to colleagues in bands 2 and 3 and ensuring the quality of the commission's outcomes.
In addition, you contribute to the conceptual design of the project, in particular its modification or realignment.
You make technical and substantive contributions to overarching issues in cooperation with commissioning parties/clients, partners and other actors and thereby support the achievement of the agreed objectives of the respective project and provide impetus for further strategy development.
In coordination with the country director and your line manager, you also use your contacts for the acquisition of contracts on behalf of the company.
In consultation with your team colleagues and line manager, you also coordinate all issues within your area of work and ensure that they are dealt with promptly and competently. You re- solve problems that arise in your area of responsibility on the basis of existing rules and draw attention to more complex challenges in your team.
You are involved in ongoing process development within your remit, are responsible for knowledge management and prepare and share documentation. If required, you also support other experts in familiarizing themselves with and performing their tasks.
You perform the tasks assigned to you by your line manager, where required.
The advisor is responsible for supporting the implementation of BFF implementation at the national level, including:
- Providing technical advice to the Ministry of Marine Affairs and Fisheries (MMAF) on combating IUU fishing and promoting sustainable fisheries management.
- In coordination with the regional team, supporting linkages of BFF national implementation with ASEAN regulatory frameworks and policies related to sustainable marine and fisheries development, e.g., harmonising information sharing within the ASEAN Network for Combating IUU fishing (AN-IUU), and strengthening Indonesia-Philippines cooperation on transboundary fisheries issues.
- Supporting the operationalisation of national policies and relevant ASEAN frameworks with primary emphasis on Indonesia's implementation needs in the context of sustainable fisheries management, IUU fishing, and blue economy.
- Providing technical input to the design of capacity building measures and exchange formats for government, NGOs, and fishery communities.
- Coordinating with further relevant national and regional organisations, NGOs, and the private sector for greater effectiveness in implementation of national strategies and ASEAN frameworks.
- Developing Terms of Reference (ToR) and other tender documents, manage the selection process for national and international short-term experts, and ensure quality assurance of deliverables.
- Assisting in operational planning of the project, such as budget preparation and administration, procedures, and cost allocations; as well as monitoring and reporting of project activities.
- Maintaining strong working relationships with project partners, particularly MMAF and other local partners.
- Maintaining close coordination with other GIZ-implemented projects and relevant initiatives to ensure coherence.

- Masters/similar degree education in fisheries, aquaculture, environmental sciences, natural resource management, or a related field.
- 3–5 years professional experience in fisheries governance, coastal/marine resource management, and/or sustainable fisheries development.
- Knowledge of the international best practices and processes in the field of IUU fishing, sustainable fisheries management, and blue economy.
- Proven experience working with government institutions in Indonesia, particularly at national and sub-national levels; experience working with MMAF is highly desirable.
- Experience in engaging NGOs, local governments, and community-based stakeholders is preferred.
- Experience in project management; designing and facilitating capacity development and stakeholder engagement is an asset.
- Experience in international cooperation and ability to work in an intercultural environment.
- Very good working knowledge of ICT technologies and computer applications (e.g. MS Office 365)
- Excellent written and oral knowledge of English (at least C1 level), working knowledge of German is an asset.
- Strong organisational competence with good communication and coordination skills.
