Environmental and Social Performance (ESP) Specialist
Introduction and Background
The Millennium Challenge Corporation ("MCC") is a U.S. government agency established in 2004. Its mission is to provide assistance that will support economic growth and poverty reduction in carefully selected countries that demonstrate a commitment to democratic governance, economic freedom, and investments in their citizenry.
In December 2018, MCC's Board of Directors selected Indonesia as eligible to develop a second Compact. The selection reflected the strong partnership MCC and Indonesia built during the first Compact.
The Indonesia Infrastructure and Finance Compact ("Compact") was signed on April 13, 2023, and it entered into force on September 4, 2024.
The Government of Indonesia has established an Implementation Independent Agency, called the Millennium Challenge Account – Indonesia II ("MCA-Indonesia II" or "MCA"), to act as a designee in supervising and managing the implementation of the five-year Compact in Indonesia.

Position: Environmental and Social Performance (ESP) Specialist
Grade/Pay band: C
Position Objective
The Environmental and Social Performance (ESP) Specialist provides technical and operational support to ensure effective management of environmental and social risks and impacts across all MCA-Indonesia II Compact activities, under the supervision of the ESP Lead.
The position is responsible for supporting compliance with MCC Environmental Guidelines (aligned with the IFC Performance Standards), the Environmental and Social Management System (ESMS), and applicable Government of Indonesia regulations. The role focuses on identifying, assessing, and managing environmental and social risks throughout project preparation and implementation, ensuring that Compact activities are designed and executed in a manner that promotes sustainability, regulatory compliance, and responsible development outcomes.
Tasks and Responsibilities
The Specialist shall:
- Review and/or provide environmental and social component inputs to project design, feasibility studies, due diligence, procurement documents, and contractor outputs.
- Support environmental-social risk screening and classification for ATLAS sub-projects (Logistics, SMR, RIDE, Digital Connectivity), FMDP, and MSME Finance Project.
- Support preparation, updating, and implementation of ESMS Tier 1 and Tier 2 from an environmental and social perspective.
- Review and advise on AMDAL, UKL-UPL, environmental permits, pollution control plans, waste management, and occupational health and safety.
- Monitor contractor and implementing partner compliance with environmental and social requirements.
- Conduct site visits and field monitoring as required and prepare back to office report.
- Support capacity building and training on environmental and social requirements for MCA staff and partners.
- Contribute to ESP workplans, monitoring, and reporting.
- Perform other tasks assigned by the ESP Lead.
Deliverables:
In support of effective implementation across all Compact II components, the ESP Specialist shall be responsible for preparing, updating, and monitoring key deliverables at both Compact and project levels. The deliverables are designed to ensure continuous compliance with MCC Environmental Guidelines, the Environmental and Social Management System (ESMS), and applicable Government of Indonesia regulations, while responding to the revised Compact design and evolving project risk profiles. All outputs shall be prepared in close coordination with the ESP Lead and relevant project teams and submitted in formats and timelines agreed by MCA-Indonesia.

Key Qualifications
- Required Education, Experience and Technical Competencies:
- A university degree in environmental science, environmental engineering, natural resource management, engineering, or a closely related field.
- At least five (5) years of professional experience in environmental and social studies, environmental and social impact assessment, environmental and social risk management, land acquisition and resettlement, and stakeholder engagement for development or infrastructure projects.
- Experience working on projects in at least one of the following sectors: Energy, Transportation, Communications (including digital infrastructure), Financial Services, or MSMEs (UMKM). Experience across multiple sectors is an advantage.
- Proven knowledge of Indonesian environmental regulations, including AMDAL and UKL–UPL, practical experience supporting environmental permitting and compliance, and designing/conducting public consultations for development projects.
- Fluency in Bahasa Indonesia and English.
- Preferred Experience and Technical Competencies:
- Familiarity with international safeguard frameworks, such as MCC Environmental Guidelines, IFC Performance Standards, and/or World Bank ES.
- Have experience in working for or with (directly or indirectly) or dealing with the Indonesian Government and/or any bilateral/multilateral institutions, preferably US donor agencies.
- Preferred Personal Attributes and Competencies:
- Strong analytical and reporting skills.
- Good interpersonal and communication skills; have the ability to work in large, multi-disciplinary, multi-cultural teams.
- Able to work independently and to be flexible to respond to changing requirements.
Duration and Performance Location
The Consultant is expected to work for a base period of 12 months. There is potential for a follow-on contract to cover the implementation of the Compact. Any follow-on options will be based on satisfactory performance and mutual agreement.
Duty station: Jakarta.
Work Arrangement:
This position is Work from Office (WFO). The regular hours of work for MCA-Indonesia II are eight (8) hours per day or forty (40) hours per week. Recognizing that it is sometimes mutually beneficial for MCA-Indonesia II and the Professional, generally work schedules can be altered within the Core Hours of 08.00 AM up to 6 PM, with the Professionals possess the obligation to adjust his/her time to accommodate participation in any relevant meeting/assignment conducted outside of such Core Hours.
Contract Type
These Terms of Reference contemplate the award of a fixed term, fixed price contract.
Working Facilities
Office space and a laptop equipped with necessary software will eventually be provided to the Consultant in Jakarta.
Travel outside of the duty station may be required based on program needs. Airfare for domestic travel within Indonesia and lodging outside Jakarta and other cities is provided by MCA-Indonesia II.
