ABOUT OUCRU INDONESIA

 

The Oxford University Clinical Research Unit in Indonesia (OUCRU ID; formerly EOCRU) operates in partnership with the Faculty of Medicine Universitas Indonesia. OUCRU ID is part of the Major International Programme Vietnam sponsored by the Welcome and governed by the Centre for Tropical Medicine and Global Health at the Nuffield Department of Medicine, University of Oxford, United Kingdom. OUCRU in Indonesia and Vietnam, along with their many local and international partners, conduct biomedical, clinical, and epidemiological research on infections impacting the health of people living in Southeast Asia and beyond.

 

JOB SUMMARY

 

OUCRU has developed a policy engagement program, with aims to support OUCRU’s program-wide engagement activities with policy stakeholders in a systemic way. Systemic policy engagement means that we have the infrastructure and expertise in place to support high quality communication with policy stakeholders, thereby ensuring that opportunities for policy impact are fully realized. There are four pillars to our policy engagement strategy:

1.        Stakeholder Engagement, including stakeholder mapping, advisory boards, and managing institutional level relationships with stakeholders

2.        Nurturing a policy engagement culture at OUCRU, including support, training and recognition for researchers, and conducting research to ensure that our policy engagement practice is evidence informed

3.        International networking, maintaining connections with the international community of funders, practitioners and academics

4.        Monitoring, evaluating and reporting to provide quantitative and qualitative reporting data and facilitate continuous improvement.

 

The Policy Engagement Coordinator will play a pivotal role in establishing the Policy Engagement programme in Indonesia, implementing OUCRU policy engagement activities, and fostering collaboration between the OUCRU Indonesia team and key policy stakeholders in public health in the country and beyond. The Coordinator will also support the development, implementation and adoption of translational research projects with policy stakeholders and decision-makers, focused on local regulatory approval mechanisms for biomedical research, digital health, public health initiatives and healthcare innovation, particularly in infectious diseases.

 

KEY TASKS AND RESPONSIBILITIES

 

·      Provide support to OUCRU Indonesia in engagement with key stakeholders, including coordinating meetings and events

·      Conduct comprehensive stakeholder mapping to identify key actors, asses their influence and interests, and facilitate targeted engagement strategies in the health policy landscape in Indonesia

·      Maintain relationships with key policy stakeholders, government agencies (including Ministry of Health stakeholders across departments) and other relevant stakeholders for OUCRU's policy engagement efforts in Indonesia. An important focus is the regulatory approval mechanism for biomedical research, digital health, public health initiatives and healthcare innovation in local context

·      Conduct an internal review with OUCRU researchers and staff to explore the total policy engagement effort within OUCRU Indonesia and identify current challenges and opportunities for development in the future

·      Contribute to OUCRU's policy engagement plans that align with the organisation's mission, and collaborate with internal teams to ensure our policy engagement priorities are integrated into organisational initiatives

·      Support the policy engagement activities during the development and adoption of OUCRU's translational research projects in Indonesia and in the region

·      Contribute to international networks such as The International Network for Government Science Advice, the Oxford University Engagement Network and the Oxford Tropical Network

·      Contributing to training and skills development workshops for researchers

·      Contribute to other aspects of the central OUCRU policy engagement program as required.

 

OUCRU Indonesia Research Outputs Management (Metrics)

·      Collecting metrics about OUCRU Indonesia’s policy engagement activities and outputs, and contributing to the OUCRU Program central policy and press engagement databases

·      Work with OUCRU Indonesia operational and research teams to gather and interpret data for the central OUCRU metrics system. This will involve maintaining open lines of communication with internal teams, as well as collaboration with the OUCRU Vietnam metrics management team.

 

ESSENTIAL CRITERIA

 

·      Bachelor's degree in Public Health, Health Policy, Social Sciences or a related field

·      Excellent spoken and written Bahasa Indonesia and English

·      Excellent communication and interpersonal skills

·      Experience with coordinating and facilitating meetings with high-level stakeholders

·      Good skills in Microsoft Office 365, including SharePoint, PowerBI, Word, PowerPoint and Excel

·      Energetic and creative; open to new approaches and ideas

·      Ability to work with a high degree of autonomy, and yet be a team player

·      Willingness to perform other tasks as requested

·      Availability for occasional domestic and international travel (including Ho Chi Minh City, Viet Nam).

 

DESIRED CRITERIA

 

·      Experience coordinating projects in the non-profit or higher education sector

·      Experience conducting qualitative analysis using interviews with policy stakeholders and researchers and thematic analysis

The selected candidate will initially receive a 12 months’ contract with the possibility to receive a contract extension. The remuneration package includes annual leave, sick leave, THR, optional private medical cover, BPJS Kesehatan, BPJS Ketenagakerjaan, and fully paid income tax. The successful candidate will join a dynamic and multidisciplinary team of clinicians, academics, researchers and professional teams from leading international institutions.

40 hours per week from Monday through Friday, standard hours (it may be necessary to work on weekends if needed)
