Title : Technical Assessment for the Establishment of the Sumatra Large -Scale Marine Protected Area (LSMPA)

  1. Background

 

Konservasi Indonesia, in partnership with the Ministry of Marine Affairs and Fisheries and the Blue Nature Alliance (BNA), is supporting the legal establishment and capacity development for a large scale offshore Marine Protected Area (LSMPA): the Banda Se a LSMPA (126,645 km²). This BNA Phase 2 engagement focuses on scientific, technical, and stakeholder engagement processes leading to legal establishment, capacity building, and economic feasibility assessments.

 

  1. Project Overview

 

Indonesia’s commitment to the 30x45 marine protection target and the National Marine Protect Area (MPA) Vision 2030 emphasizes the need for well -planned, scientifically justified, and effectively managed marine protected areas. Within this national framework, the Ministry of Marine Affairs and Fisheries (MMAF), supported by Konservasi Indonesia (KI) and partners, is moving forward with the establishment of the Banda Large -Scale Marine Protected Area (LSMPA), covering the Banda Sea within Fisheries Management Area (WPPNRI) 714. This region hosts extensive and ecologically critical ecosystems —coral reefs, seagrass beds, mangroves, and deep -sea habitats —that support biodiversity, fisheries, and coastal livelihoods.

 

The technical assessment will serve as the foundation for delineating and designing the Banda

LSMPA. It will focus on synthesizing existing biophysical, socio -economic, and spatial data to identify ecologically significant areas, evaluate human use patterns, and develop indicative zoning recommendations. The results of this assessment will guide subsequent legal, institutional, and management planning processes for the LSMPA.

 

3.     Submission Details

a.      Proposals must be received no later than (19 June 2026, 24:00WIB). Late submissions will not be accepted. Proposals must be submitted via email to procurementKI@konservasi-id.org .All proposals are to be submitted following the guidelines listed in this RFP.

b.     Validity of bid. 120 days from the submission deadline

c.      Clarifications. Questions may be submitted to procurementKI@konservasi-id.org  by the specified date and time in the timeline below. The subject of the email must contain the RFP number and title of the RFP. KI will respond in writing to submitted clarifications by the date specified in the timeline below. Responses to questions that may be of common interest to all bidders will be posted to the KI website and/or communicated via email.

d.     Amendments. At any time prior to the deadline for submission of proposals, KI may, for any reason, modify the RFP documents by amendment which will be posted to the KI website and/or communicated via email.
