Catholic Relief Services (CRS) is inviting applications for a National Consultant to lead the Final Evaluation of the Prepared and Resilient IV (PAR IV CORRECT) Project in Kupang and East Flores, Indonesia.
About the Project
Since 2024, PAR IV CORRECT has worked with 10 villages (Kupang & East Flores) to strengthen community resilience against floods, landslides, storms, drought, and other recurring disasters. The project empowers households, communities, and local governments through disaster preparedness, climate-resilient livelihoods, and inclusive participation of vulnerable groups.
Role of the Consultant
The consultant will conduct an independent summative evaluation (Sept–Nov 2026), using mixed methods (household surveys, FGDs, KIIs, document reviews). Responsibilities include:
Designing sampling strategies & tools (quantitative & qualitative)
Training and supervising local enumerators
Leading data collection, analysis, and validation workshops
Producing key deliverables: inception report, training materials, field report, findings presentation, final evaluation report, and datasets
Qualifications
Master’s degree (PhD preferred) in DRR/resilience or related field
7+ years of experience in quantitative & qualitative research (SPSS, MaxQDA, Dedoose, etc.)
5+ years of experience in community-led DRR/resilience in Indonesia
Strong report-writing skills in English; fluency in Bahasa preferred
Experience working with rural communities, diverse stakeholders, and local languages
Timeline & Deliverables
Engagement: Sept–Nov 2026 (up to 45 days)
Key dates: Inception Report (Sept 17), Enumerator Training (Sept 24), Data Collection (Oct 4–23), Validation Workshop (Nov 3–6), Final Report (Nov 23)
