About Position
As the Strategic RME Lead at YCAB Foundation, you will serve as a vital catalyst for social change by transforming data into meaningful, scalable impact. In this key leadership role, you will design and oversee integrated evaluation frameworks, research methodologies, and data quality systems aligned with our Premise of Change. You will drive rigorous quantitative and qualitative evaluations to guide executive decisions, inspire organizational learning, and demonstrate outcomes to donors and global stakeholders. Beyond technical management, you will mentor a dedicated RME team and build data literacy across all program departments to foster a culture of continuous improvement. Responsibilities:
Strategic RME Leadership
- Develop and implement YCAB Foundation’s RME strategy, aligned with its Premise of Change and impact goals.
- Develop and oversee integrated RME frameworks, standards, indicators, and systems across programs.
- Provide RME insights and recommendations to support program, management, and strategic decision-making.
- Lead annual planning, budgeting, and resource allocation for the RME function.
Research, Evaluation & Impact Measurement
- Lead the design and implementation of research, baseline/endline assessments, impact evaluations, and thematic studies.
- Oversee quantitative and qualitative data analysis and ensure findings are translated into actionable recommendations.
- Develop and apply appropriate impact measurement methodologies to assess program effectiveness and outcomes.
- Support programs in using evidence to improve program design, implementation, and scale.
Data Quality & RME Systems
- Ensure data quality, integrity, and consistency across programs.
- Oversee data management systems, dashboards, and reporting mechanisms.
- Continuously improve RME tools, methodologies, and systems to strengthen efficiency and quality of insights.
- Establish standards and processes for data quality assurance and ethical research practices.
Knowledge Management & Organizational Learning
- Develop systems to capture and share lessons learned, best practices, and program insights.
- Facilitate organizational learning and reflection processes to ensure RME findings inform program improvement.
- Prepare and present data-driven reports and insights for management, board, donors, partners, and other
- stakeholders.
- Contribute to YCAB’s organizational learning agenda and evidence-based decision-making.
Team Leadership & Capacity Building:
- Lead, manage, and develop the RME team, including setting priorities, performance expectations, and
- professional development plans.
- Provide technical guidance and mentorship on RME methodologies, data quality, research, and analysis.
- Build RME and data literacy across program teams through training, coaching, and technical support.
- Foster a culture of accountability, learning, and continuous improvement.
Requirements:
- Bachelor’s or Master’s degree in Economics, Statistics, Public Policy, Public Health, Social Sciences, Development Studies, or related fields.
- Minimum 8–10 years of professional experience in monitoring, evaluation, research, or impact measurement, preferably in the development, philanthropy, or non-profit sector, with at least 3–5 years in a management or leadership role.
- Proven experience developing and implementing RME/MEL frameworks and systems across multiple programs or projects.
- Strong knowledge of quantitative and qualitative research methodologies, including survey design, data analysis, and impact evaluation.
- Experience with impact measurement methodologies such as SROI, quasi-experimental methods, or randomized controlled trials is an advantage.
- Ability to translate complex data and research findings into clear, actionable recommendations for program and organizational improvement.
- Experience developing knowledge management and organizational learning systems.
- Strong strategic thinking, leadership, and stakeholder management skills.
- Proficiency in statistical analysis and data visualization tools (e.g., SPSS, Stata, R, Power BI, Tableau).
- Strong analytical, critical thinking, problem-solving, project management, and organizational skills.
- Excellent written and verbal communication skills in English and Bahasa Indonesia, including the ability to develop high-quality reports and presentations for management, donors, and partners.
- Experience managing, mentoring, and developing RME/MEL teams.
