[newdevjobsindo] RFP Nutrition International: D1-LSFF_Climate Change

Dear Potential Bidders,

Since 2006, Nutrition International (NI) has supported the Government of Indonesia to improve nutrition among vulnerable populations. NI provides technical assistance and strategic advocacy to national and provincial governments across micronutrient supplementation, nutrition education, and large-scale food fortification. NI supports the fortification of salt, rice, and wheat flour by strengthening policies, standards, quality assurance, monitoring, and multi-stakeholder coordination. This work aims to improve the quality, effectiveness, and sustainability of Indonesia’s fortification programmes.

Food fortification is a cost-effective public health intervention for reducing micronutrient deficiencies. In Indonesia, salt fortification is a longstanding measure to prevent iodine deficiency, while rice and wheat flour fortification are important components of the national government's anemia reduction measures within the broader national nutrition efforts. Indonesia is one of the most vulnerable nations to the adverse impacts of climate change, highly exposed to sea-level rise, coastal flooding, drought, shifting rainfall, extreme weather (typhoons, cyclones, and storms), and changes in temperature and humidity. Salt production is especially climate-sensitive because it relies on solar evaporation; prolonged rainfall and seasonal disruption can impact raw-salt quantity and quality, raise costs, and create supply bottlenecks. In the absence of robust regulatory monitoring, millers may compromise on fortification to absorb the increased cost of production. Similarly, rice and wheat flour production and milling efforts face similar climate-related challenges.

At the industry level, climate conditions can also disrupt production planning, packaging, storage, inventory management, shelf life, micronutrient stability, and quality assurance. These effects may weaken the operational and financial sustainability of fortification programmes, reversing the gains achieved over the years. Further, the government disaster forecasting and management mechanism does not actively engage with the industry to provide advance alerts, limiting the industry's readiness to initiate appropriate mitigation measures.

NI therefore seeks an individual consultant or agency to assess climate risks at the production level (millers) for fortified food – salt, rice and wheat flour and develop practical guidance and standard operating procedures (SOPs) for adverse climate change -resilient production.
