The MCC Indonesia Compact is designed to improve the country’s transport and logistics infrastructure, developing high-quality, climate-conscious transportation infrastructure in five provinces while increasing access to finance for micro-, small, and medium-sized enterprises (MSMEs).

On behalf of MCA-Indonesia II, we are seeking talented, highly qualified, and experienced Individual Consultant to take part in these interesting and challenging consulting services as:

Good Practice Infrastructure Projects Activity Lead

I.                    Position Background and Objective

This position will assume a critical role in the success of the Good Practice Infrastructure Projects (GPIP) Activity under the Compact’s ATLAS Project. The ATLAS GPIP Lead, reporting to the Deputy Executive Director for Infrastructure Finance, will lead the successful implementation of the project, from initiation and execution, building collaborative relationships with project stakeholders, and oversight of project budgets, for the ATLAS Project GPIP Activity. The GPIP Lead shall provide thought leadership and strategic direction to GPIP, collaborate with MCA’s Environment and Social Performance (ESP), Gender and Social Integration (GSI) and Monitoring and Evaluation (M&E) Leads.  The GPIP Lead shall ensure that all Project implementation and targets are met according to Compact objectives and agreed workplans, prepared jointly with ESP, GSI, Economic Analysis and M&E teams. The GPIP Activity will focus primarily at the subnational level in the following five provinces: Bali, North Sulawesi, Riau, Riau Islands, and South Sumatra.

 

II.                  Tasks and Responsibilities

 

  • Lead successful implementation of the GPIP Activity consistent with the objectives, budget, investment criteria, and other requirements stipulated in the Compact.  
  • Lead a team of technical specialists and consultants for the GPIP Activity that will manage and support the primary activities in both the home office (Jakarta) and in provincial offices.
  • Support the Deputy Executive Director for Infrastructure Finance in representing GPIP with Government of Indonesia counterparts, civil society, project beneficiaries, community and private sector representatives, service providers, province and district multi-stakeholder forums, and MCA/Jakarta consultant staff.
  • Provide strategic direction and advice to advance the preparation, development, and implementation of infrastructure projects under GPIP.
  • Coordinate closely with provincial- and district-level governments in development and implementation of GPIP.
  • Oversee the development of project joint work plans and management plans working closely with ESP, GSI, economic analysis and M&E Leads, and ensure integration of GSI and GPIP activities in workplans, and compliance with Compact requirements through document review and approval and activity monitoring.
  • Ensure coordination and knowledge sharing with other ATLAS Project Activities, as well as the FMDP project activities; promote learning across compact provinces and projects; and foster collaborative approaches at the provincial between MCA-II and other GOI and or donor-funded infrastructure and transport & logistics development initiatives.
  • Provide technical inputs and review to project activities including, but not limited to, infrastructure feasibility and designs, participatory planning processes, disbursements, consultant and contractor Terms of Reference, training materials and subsequent training sessions, work plans.
  • Work with MCA-I and MCC management to finalize implementation framework, procurement documents, awareness campaigns, evaluative studies, and project reports.
  • Provide inputs as required for the Monitoring and Evaluation (M&E), Environmental and Social Performance (ESP), Gender and Social Inclusion (GSI), and Climate Change Related Activities under the MCC guidelines.
  • Ensure that the ATLAS is implemented in full compliance with MCC and Compact requirements related to environmental and social performance, and in accordance with relevant Government of Indonesia environmental laws and procedures.
  • Ensure that ATLAS is implemented in compliance with MCC Inclusion and Gender Strategy, Gender and Counter-Trafficking in Persons Policies, as well as related Indonesian regulations and laws; ensure the project’s compliance with the Social and Gender Integration Plan and coordinate with the MSME Finance Project towards successful completion of project components related to one stop services, women and child-friendly facilities.
  • Prepare regular progress reports and serve as the main point of contact on GPIP-related matters to the Deputy Executive Director.
  • Prepare periodic progress reports and serve as the main point of contact on GPIP- related matters to the MCC Project Lead.  Ensure appropriate coordination and interface is maintained between the MCA-I and MCC technical teams.
  • Travel as necessary, domestically to compact provinces and internationally, to build and maintain effective working relationships with key counterparts and stakeholders.

 

III.                Key Qualifications (Education, Experience, Technical Competencies)

  • Advanced university degree in civil engineering, transport sector planning, infrastructure finance, or a field of relevance to the GPIP Activity.
  • Fifteen (15) or more years of professional experience, including at least seven (7) years in a management or leadership position in the development and delivery of transport and logistics projects.
  • Knowledge of infrastructure finance, public-private partnerships (PPPs), or other blended financing mechanisms.
  • Demonstrated experience in working with Indonesian government agencies at the subnational and national levels.
  • Knowledge of Government of Indonesia laws, regulations, and development plans, particularly those relevant to transport planning, infrastructure finance, environmental and social assessment, gender, climate change, public consultation, and economic development planning.
  • Demonstrated ability to interact constructively and strategically with technical experts, government officials, beneficiaries of Compact projects, civil society, contracted service providers, local community leaders, and private sector counterparts.
  • Demonstrated experience and proven skills in managing a large company or donor program with a multi-million-dollar (USD) budget and staff teams.
  • Demonstrated ability to manage $1 million+ contracts with international and local firms and to contribute to the procurement of such contracts.
  • Successful track record (and history) of delivering high quality projects on time and within budget.
  • Strong computer skills in email, word processing, spreadsheets, the Internet, and familiarity with Management Information Systems and project management systems.
  • Fluency in Indonesian and excellent written and verbal communication skills in English.

 

IV.               Duration and Performance Location

The Consultant is expected to work for a base period of 12 months.  There is potential for follow-on contracts to cover the implementation of the five-year Compact. Any follow-on contracts will be based on satisfactory performance and mutual agreement.

Deputy Executive Director for MSME Finance

I.                    Position Objective

The Deputy Executive Director for the MSME Finance Project will assume a critical leadership role in the success of the MCA-Indonesia II and the MSME Finance Project.

The Deputy Executive Director for MSME Finance (“DED for MSME Finance”) is accountable for the successful implementation of the project, from initiation through execution, building collaborative relationships with project stakeholders, contract management and oversight of project budgets. The DED for MSME Finance ensures the alignment of project execution with the overall objectives of the Compact and the judicious management of its resources, such that all project activities are aligned to the established strategies, frameworks, budgets, and resources defined by the Compact.

II.                  Tasks and Responsibilities

 

  1. Represent the MSME Finance Project as an integrated component of the MCA-Indonesia program to stakeholders (e.g., with national/sub-national government counterparts, civil society, project beneficiaries, etc.) ensuring that collaborative relationships are built and maintained to facilitate the delivery of the program.
  2. Plan, prepare, successfully implement, and ensure sustainability of the MSME Finance Project consistent with the objectives, budget, investment criteria, work plan and other requirements stipulated in the Compact and Government of Indonesia (GoI) policies, rules, and regulations.  
  3. Recruit, direct, and supervise a team of technical specialists and consultants under the MSME Finance Project that will manage and support the primary activities, including both home office (Jakarta) and, if required, MCA field consultant staff in provincial offices; ensure a cohesive framework and joint workplan that integrates project technical and cross-cutting areas.
  4. Serve as the primary MCA representative for the MSME Finance Project with Government of Indonesia counterparts, civil society, financial service providers, capacity building service providers, strategic partners, project beneficiaries, community, donors, business associations, and private sector representatives, provincial and district multi-stakeholder forums, and MCA/Jakarta consultant staff. The DED for MSME Finance will serve as the main liaison between the MCA and the MSME ecosystem participants with whom the Compact seeks to partner, including off—takers, buyers and other MSME support organizations.
  5. Guide MSME Project Activity Leads (for the Gender-inclusive Value Chain Finance, Digital and Financial Literacy Enhancement, MSME Capacity Enhancement, and Augmenting Government Data on MSMEs Activities). Coordinate with the DED for Programs and cross-cutting Leads for ensuring a transparent collaborative environment is established to facilitate cooperation, sharing of information, and shared accountability for the success of the MSME Finance Project.
  6. Provide strategic direction, routine operational oversight, and advice to advance the preparation, development, and implementation of the programs including project/program management coordination, quality assurance, and overall communications for the MSME Finance Project.
  7. Evaluate Compact requirements and determine the appropriateness/relevance of project designs and develop strategies, frameworks and joint workplan, allocate budgets and resources, to ensure the MCA’s ability to deliver.
  8. Ensure team provision of inputs as required for the Economic Analysis, Monitoring and Evaluation (M&E), Environmental and Social Performance (ESP), Gender and Social Inclusion (GSI), and Climate Change Related Activities and requirements under the MCC guidelines.
  9. Oversee the development of project work plans and management plans with DED Programs and cross-cutting Leads (e.g., GSI Lead, ESP Lead, M&E Lead, etc.) and ensure compliance with Compact requirements through document review and approval and activity monitoring.
  10. Provide advice to the team provision of inputs and compliance with the MCA and project-level Social and Gender Integration Plan (SGIP).
  11. Collaborate closely with and seek technical inputs and advice of MCA gender and social inclusion leads in project workplan, framework, implementation, and monitoring, given the highly gendered nature of the project.
  12. Ensure coordination within and among the four MSME Finance Project Activities, as well as across ATLAS Project (which will support implementation of GoI regulation on women and child-friendly infrastructure for creating space for one-stop (OSS), childcare and shared workspaces (SWW) and  the services will be provided by MSME Project) and FMDP activities; promote learning across compact provinces and projects; and foster collaborative approaches at the provincial level between MCA-I and other GOI and or donor-funded infrastructure and transport & logistics development initiatives.
  13. Oversee the work of MCA MSME Project Activity Leads and coordinate with DED Program, and cross-cutting Leads who will implement project activities including, but not limited to, participatory planning processes, review of consultant and contractor Terms of Reference, deliverables from consultants/program partners, training materials and subsequent training sessions, work plans, and disbursements.  Work with MCA-I and MCC management to finalize implementation framework, procurement documents, awareness campaigns, evaluative studies, and project reports.
  14. Ensure that the MSME Finance Project is implemented in full compliance with MCC and Compact requirements related to environmental and social management and inclusion and gender, and in accordance with relevant Government of Indonesia gender mainstreaming policy and regulations, and environmental laws and procedures.
  15. Prepare regular progress reports and serve as the main point of contact on MSME Finance-related matters to the MCA Chief Executive Officer.
  16. Prepare periodic progress reports and serve as the main point of contact on MSME Finance Project related matters to the MCC (Washington) Project Lead. Ensure appropriate coordination and interface is maintained between the MCA-I and MCC technical teams.    
  17. Ensure that provincial- and district-level findings are incorporated into project design and revisions.
  18. Travel as necessary, domestically to compact provinces and internationally, to build and maintain effective working relationships with key counterparts and stakeholders.

 

 

III.                Key Qualifications (Education, Experience, Technical Competencies)

Required Qualifications

         Advanced University Degree in business administration, social sciences (e.g., anthropology, economics, sociology, women’s studies, public policy, community development, etc.) or a field of relevance to the MSME Finance Project

         Fifteen (15) or more years of experience, including at least ten (10) in a management or leadership position of a project or company, managing and implementing capacity building and access to finance for MSME projects in Indonesia and/or  international donor projects. 

         Demonstrated experience with and expertise in supporting women entrepreneurs’ access to finance and related capacity building, including a commitment to and experience with women’s economic empowerment, related national policies and best practices. 

         Experience in implementing policy, institutional, and regulatory reforms, especially those related to women’s economic empowerment in the MSME finance and/or MSME business development field.

         Knowledge of Government of Indonesia policies, laws, regulations, and development plans, particularly those relevant to MSME finance, gender equality, and economic development planning.

         Experience working on a strategic level with technical experts, government officials, beneficiaries of Compact projects, civil society, contracted service providers, local community leaders, and private sector counterparts including financial institutions.

         Demonstrated experience and proven skills in managing a large company or donor program with a multi-million USD budget and staff teams.

         Successful track record (and history) of delivering high-quality projects on time and within budget.

         Strong and demonstrable experience in contract management, developing TORs, and managing consultants, including ensuring compliance with TORs.

         Outstanding organizational skills and the ability to work in large, multi-cultural teams.

         Strong computer skills with Microsoft Office applications (Word, Excel, PowerPoint) and familiarity with Management Information Systems and project management systems.

IT Manager

I.                    Position Objective

The Information Technology (IT) Manager will provide technical support and lead a team of technicians in the development and maintenance of an Information Technology system to support the business applications and IT communications requirements of the Millennium Challenge Account (MCA) office.

The IT Manager will manage the implementation of an IT Infrastructure and will develop a team to support and extend the system. This includes applying technical expertise and coordination with pre-selected vendors to implement the MCA IT infrastructure, including set-up and installation of servers, backup services and software.

II.                  Tasks and Responsibilities

  • Act as a working technical Lead in the formulation and implementation of the MCA’s IT systems and develop policy and strategy, including the IT annual budget and work plans.
  • to ensure the secure and stable information technology network and systems for the MCA.
  • Manage a small team of Systems Administrators and Systems Analysts who provide daily administration and customer support for the MCA IT systems.
  • Assist in the development and implementation of IT policy and controls.
  • Lead development and implementation of MIS-based functional requirements and management of assigned MIS projects to ensure optimal alignment of the MIS infrastructure with current and future needs.
  • Manage procurement efforts for systems and services, to include requirements definition, procurement evaluations, and vendor coordination.

Required Qualifications

  • Ten (10) or more years of progressively responsible experience in planning, design, development, implementation, and maintenance of computer information systems, including websites, web-based applications, database design and administration, LAN and WAN design and management, Windows domain services management, and project management.
  • Effective analytical skills.
  • Experience managing staff and contractor resources.

Applicable standards and guidelines include relevant national environmental and social laws and regulations, MCC Environmental Guidelines, and the International Finance Corporation (IFC) Performance Standards on Environment and Social Sustainability.

II.                  Tasks and Responsibilities

  • Lead the development and/or review of ESP documents and deliverables potentially including, but not limited to, Environmental and Social Management Systems, Environmental and Social Impact Assessments and Management Plans, Resettlement Action Plans, Stakeholder Engagement Plans, etc., and ensure the validation, dissemination, implementation and monitoring of these tools to assure compliance of Compact activities with applicable ESP standards and guidelines;
  • Engage MCA consultant staff, MCC staff, and other government counterparts to effectively integrate environmental and social considerations and requirements into project planning, development, and implementation efforts related to all Compact activities, including Terms of Reference, work plans, designs, supervision contracts, budgets, timelines, and monitoring mechanisms;
  • Directly supervise consultant staff and procured advisory firms and consultants providing environmental and social performance support for Compact activities;
  • Serve as the primary decisionmaker and main counterpart to MCA consultant staff, MCC staff, and other government counterparts and stakeholders on all ESP issues related to Compact activities;
  • Coordinate closely with all MCA consultant staff and government counterparts to ensure proper implementation oversight of ESP aspects of all Compact-funded activities, including participating in field missions.
  • Travel domestically and internationally as necessary to build and maintain effective working relationships with key counterparts and stakeholders.

 

 

III.                Key Qualifications (Education, Experience, Technical Competencies)

Required Qualifications

  • Advanced University Degree in natural or social science, environmental planning, engineering, or a similar discipline.
  • Fifteen (15) or more years of experience in environmental and social impact assessment and in leading efforts to integrate environmental and social considerations into infrastructure projects, and/or policy and institutional reform projects.
  • Demonstrated experience with the application of international environmental and social guidelines and policies, including IFC Performance Standards on Environmental and Social Sustainability across a range of infrastructure and/or policy and institutional reform projects.

In December 2018, MCC’s Board of Directors selected Indonesia as eligible to develop a second compact. The compact agreement will be valid for a period of five years. MCC’s work with Indonesia on the second compact is currently in the pre-implementation preparation stage, prior to “Entry-Into-Force” (EIF) of the compact agreement at which time the five-year implementation period begins. The Government of Indonesia is in the process of establishing an implementation entity, called the Millennium Challenge Account – Indonesia II (MCA-Indonesia II or “MCA”), to act as a designee in supervising and managing the implementation of the five-year MCC Compact Program in Indonesia.

The MCC Indonesia Compact is designed to improve the country’s transport and logistics infrastructure, developing high-quality, climate-conscious transportation infrastructure in five provinces while increasing access to finance for micro-, small, and medium-sized enterprises (MSMEs).

On behalf of MCA-Indonesia II, we are seeking talented, highly qualified, and experienced Individual Consultant to take part in these interesting and challenging consulting services as:

Deputy Executive Director of Programs

I.                    Position Objective

The Deputy Executive Director of Programs will assume a critical leadership role in the success of the MCA-Indonesia II in its mission to carry out the MCC Indonesia Compact projects.  

The Deputy Executive Director of Programs oversees the overall program function of the MCA, and under the direction of the Executive Director, supports day-to-day management of the Compact’s projects and sets standards for project management and quality assurance processes across the organization at all phases of the project lifecycle to ensure timely project delivery in line with stakeholder’s quality requirements. This role will also ensure compliance of Compact activities with MCC environmental, social, gender and inclusion, and monitoring and evaluation requirements. The Deputy Executive Director of Programs is responsible for overseeing cross-cutting sector activities related to ESP, GSI, Economic Analysis, M&E policies, guidelines, and requirements to ensure the achievement of the Compact’s targets.

II.                  Tasks and Responsibilities

  • Deputizing the Executive Director in overseeing implementation of all three Compact Projects and ensure that projects across the Compact are aligned and that cross-cutting policies, guidelines, and requirements (e.g., Gender and Social Inclusion, ESP, M&E, and Economic Analysis) are implemented, and that these projects can deliver the established targets for the compact.
  • Adapt program management policies and frameworks to the Compact’s statutory and operational requirements. Collaborating closely with the Executive Director and Deputy Executive Directors, develop systems to allocate budgets and resources that are aligned to these requirements and consistent with the MCA-Indonesia II’s needs.
  • Develop strategies and frameworks, allocate budgets and resources, to meet Compact requirements and to ensure the MCA’s ability to deliver in alignment with the Monitoring and Evaluation (M&E), Environmental and Social Performance (ESP), Gender and Social Inclusion (GSI), and Climate Change Related Activities and requirements under the MCC guidelines.
  • Represent the MCA program to project stakeholders (e.g., with national/local government counterparts, civil society, private sector, financial service providers, project beneficiaries, etc.) and expand the MCA’s collaborative network into new partnerships.
  • Support the Executive Director in linking the MCA program with MCC and with the MCA board, ensuring that overall progress of the compact is shared and that significant changes to project design, issues with resources and collaborative relationships are communicated.
  • Work closely with DEDs of Infrastructure Finance and MSME Finance, support preparation of joint workplans that include activities to align the policies, guidelines, and requirements of ESP, GSI and M&E in detailed activities for implementation and monitoring.
  • Guide and support programmatic Activity Leads to provide technical inputs into relevant activities of three projects (ATLAS, FMDP, MSME) and ensure a collaborative environment among project and cross-cutting teams  to facilitate cooperation, sharing of information, and shared accountability for the success of the Compact. 
  • Build the program team through the recruitment of MCA consultant staff and identifying technical resources (e.g., external consultants, MCC technical resources) aligned to the programmatic and strategic needs of the MCA.
  • Create a cohesive framework that integrates project technical and cross-cutting areas.
  • Travel as necessary, domestically to compact provinces and internationally, to build and maintain effective working relationships with key counterparts and stakeholders.

 

III.                Key Qualifications (Education, Experience, Technical Competencies)

Required Qualifications

  • Advanced University Degree in management, business administration, public or non-profit administration, social sciences (e.g., anthropology, economics, public policy, community development, etc.) or a field of relevance
  • Fifteen (15) or more years of experience, including at least ten (10) in a management or leadership position of a project, NGO, or company, managing and implementing program design and delivery in Indonesia and/or international donor projects.
  • Experience working on a strategic level with technical experts, government officials, beneficiaries of Compact projects, civil society, contracted service providers, local community leaders, and private sector counterparts including financial institutions.
  • Demonstrated experience and proven skills in managing a large company or donor program with a multi-million USD budget and staff teams.
  • Demonstrated ability to lead and work with multidisciplinary teams, especially in areas of gender, inclusion, environmental and social performance, M&E; and institutions.
  • Successful track record (and history) of delivering high quality projects on time and within budget.
  • Strong and demonstrable experience in contract management, developing TORs, and managing consultants, including ensuring compliance with TORs.
  • Strong computer skills with Microsoft Office applications (Word, Excel, PowerPoint).
  • Fluency in Indonesian and excellent written and verbal communication skills in English.
  • Ability to travel to relevant project sites as needed.

 

Desired Qualifications

  • Experience in an organization, project, or company with an annual budget of $50 to $100 million USD is a plus.
  • Experience working in Indonesia or the region on similar projects is preferred.

Deputy Executive Director of Operations

I.                    Position Objective

The Deputy Executive Director for Operations will assume a critical leadership role in the success of the MCA-Indonesia II in its mission to carry out the ATLAS, FMDP and MSME Finance Projects in support of and in collaboration with the office’s programmatic functions.

The Deputy Executive Director for Operations oversees the overall Operations function of the MCA, and under the direction of the Executive Director, leads a team of multi-disciplinary professionals responsible for supporting the implementation of the compact’s projects. These wide- ranging disciplines include finance, administration, human resources, procurement, legal, communications, general services and information technology.

II.                  Tasks and Responsibilities

 

  • Lead the Operations function of the MCA-Indonesia II and ensure functional initiatives across administration, human resources, finance, IT, procurement, communications, legal affairs, and other functions under Operations sufficiently support the programmatic work. Develop and implement technical systems and plans to ensure optimal operations are consistent with objectives and compliant with the Compact.
  • Adapt policies and operating frameworks to the Compact’s statutory and operational requirements, collaborating closely with other Deputy Executive Directors. Strategically allocate budgets and identify resources that are aligned to these requirements and consistent with the MCA-Indonesia II’s needs.
  • Develop teams of MCA consultant staff by recruiting in all areas of Operations division. Train these new MCA consultant staff as well as identify and engage technical resources (e.g. external consultants, MCC) to provide external advice and expertise aligned with the strategic needs of MCA-Indonesia.
  • Guide functional Operations Leads (e.g., Leads for Finance and Administration, Human Resources, Procurement, Grants and Partnerships, Communications, and Legal Affairs) and ensure a collaborative environment is established to facilitate cooperation, sharing of information, and shared accountability for the success of the Compact.
  • Create a cohesive Operations plan that integrates the different areas of Operations, with input from MCA activity leads and Deputy Executive Directors, that defines Operations initiatives and targets throughout the full life-cycle of the Compact
  • In collaboration with Deputy Executive Directors, guide units of the Government of Indonesia involved in implementing the compact on MCC technical guidelines, local regulations, and reporting requirements to ensure compliance and transparency.
  • Collaborate with the Finance Lead,
    • Serve as the primary point of contact at MCA-Indonesia II for the GOI KPA Supporting Unit that is responsible for recording MCA-I expenditures in the national budget and for providing tax relief for all MCC-funded activities.
    • Provide periodic financial reports to the GOI KPA Supporting Unit as needed.
  • In collaboration with other MCA-Indonesia II units, provide information and periodic updates about MCA-Indonesia II activities to the GOI KPA Supporting Unit as needed.
  • Oversee systems and internal controls to effectively and efficiently plan, track and monitor the organization’s financial transactions and assets.
  • Oversee MCA-Indonesia II’s internal and external audit activities.
  • Coordinate MCA-Indonesia II’s risk management strategy and activities.
  • Organize knowledge management resources and tools to strengthen the quality of services to ensure alignment with MCA Indonesia II and MCC policies and guidelines.
  • Represent the MCA-Indonesia II management team as the ultimate authority for Operations division issues in MCA’s relationships with the Government of Indonesia, the Indonesian public, auditors, MCC and international stakeholders, as well as contractors and consultants.
  • Link the MCA Operations function with the other functions of MCA, ensuring that the overall status of operations are shared, and that significant changes to legal and regulatory requirements, issues with resources and collaborative relationships are communicated to obtain guidance from the Executive Director.
  • Support the Executive Director in bridging the MCA program with the MCC and with the MCA board, ensuring that overall progress of the compact is shared and that significant changes to project design, issues with resources and collaborative relationships are communicated.

III.                Key Qualifications (Education, Experience, Technical Competencies)

 

Required Qualifications

  • Fifteen (15) or more years of experience, including at least ten (10) in a management or leadership position of a project or company, of broad program and administrative management.
  • Demonstrated experience in handling donor funded program with annual budget of $50 to $100 million USD.
  • Successful track record (and history) of delivering high quality projects on time and within budget in a large company or donor program.
  • Experience with international donor institutions’ procurement guidelines and procedures, particularly those of the World Bank and/or US Government, and implementing projects in adherence with those guidelines.
  • Experience in managing large contracts.
  • Strong computer skills with Microsoft Office applications (Word, Excel, PowerPoint) and familiarity with Management Information Systems and project management systems.
  • Fluency in Indonesian and excellent written and verbal communication skills in English.
  • Ability to travel to relevant project sites as needed.

 

 

Desired Qualifications

 

    • Previous experience in supervising the preparation of complex project budgets, project/company financial reports, and leading the development and management of financial information/management systems, processes, and standard operating procedures.
    • Knowledge of the concepts, principles and practices governing international procurement and of public procurement systems.
    • Familiarity with the Indonesian regulation related to grant management, including but not limited to budget planning and reporting using government system as well as asset management and asset transfer. 
    • Understanding of the Indonesian tax regulations as well as experience in complying with tax requirements of donor-funded projects, including but not limited to payroll, customs and Value Added Tax (V.A.T) taxes.
    • Familiarity and/or experience with managing legal counsel, either in-house or external.
    • Familiarity and/or experience with managing communications and outreach teams, campaigns, and strategies.
    • Management experience in an organization, project or company with an annual budget of $50 to $100 million USD.
