The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations on behalf of the German Government. We work to shape a future worth living in over 120 countries around the world.

Indonesia plays an important role in achieving the targets set in the Paris Agreement and the Convention of Biological Diversity. The country is one of the ten largest greenhouse gas emitters worldwide, with emissions continuing to rise until 2030, but at the same time, it suffers from the consequences of the impact of climate change and biodiversity loss.

Committed to tackle these challenges, the Indonesian government has been developing a climate and biodiversity policy framework. However, its successful implementation requires harmonization with national development planning, a coordinated approach of relevant actors at all levels as well as sufficient capacities and funding. Since 2010, the main elements of the climate change policy and the Indonesia Biodiversity Strategy and Action Plan (IBSAP) are integrated into RPJM and RKP. In RPJM 2020-2024, climate and biodiversity policies are further emphasized as national development priority. 

Against this background, the Federal Ministry for the Environment, Nature Conservation, Building, and Nuclear Safety (BMU) and the Indonesian Ministry for National Development Planning (BAPPENAS) agreed to jointly implement the Project Climate and Biodiversity Hub Indonesia.  The project supports the Indonesian government to strengthen the mainstreaming and implementation of its climate and biodiversity policy. Partners are the Ministry of National Development Planning (Bappenas), the Ministry of Environment and Forestry (KLHK), other related line ministries as well as state and non-state stakeholders at national and subnational levels.

The project also serves as the International Climate Initiative (IKI) Interface Project in Indonesia. Within its IKI interface function, the project facilitates and enhances networking and information sharing among the multitude of IKI-funded projects implementing activities in Indonesia through the IKI Hub component.

To support implementation of the project in Indonesia, we seek one (1) Indonesian candidate for the position as a:

 

(Senior) Advisor on Climate Change Mitigation Policy
with a focus on Circular Economy

A. Main Responsibilities

The incumbent will be part of the project team in the area of Climate Change Policy within the Bappenas Component, under the Climate and Biodiversity Hub Indonesia Project

The incumbent is responsible but not limited for:
  • Provide advisory services and professional expertise in the field of climate change mitigation policies, more specifically in the area of circular economy in the context of the project activities
  • Coordinate and carry out the implementation of project activities in the assigned component in alignment with project goals, agreed activities with partners, and directives from superiors, including coordination and monitoring of consultants.
  • Liaise and build up a network with partner organizations and stakeholders at national and regional levels.
  • Facilitate work processes and synergies between national and regional work streams and other relevant GIZ and IKI projects
  • Monitor project activities implemented in the assigned area of responsibility and provide updates and inputs to the project monitoring system
  • Prepare inputs for the knowledge management system of the project
  • Provide technical support and expertise for the preparation of project reports, as well as for the preparation of new projects in the thematic area of climate change
  • Collaborate with technical advisory in his/her area of expertise with other projects within the Cluster Resilient Nature as per request of the project manager 
In this context, the position holder fulfils the following tasks:

B. Tasks 

1.   Advisory tasks

  • Provide general advisory services to the project management and partners in the field of climate change mitigation policies and related issues, with a focus on circular economy.
  • Design and define relevant project activities in the field of responsibility targeting the achievement of project outcomes in agreement with project partner
  • Supervise the work and deliverables expected from consultants and conduct quality control of the final reports provided
  • Support the management in business development and preparation of new projects and approaches in the climate change sector in Indonesia
  • Assist and advise other GIZ implemented projects in the climate change policy field as per demand 
2. Project implementation tasks
  • Prepare budget for the implementation and integrate activities into the annual workplan
  • Define and prepare Terms of Reference (ToR) and other tender documents, selection and management of national short-term experts, as well as quality assurance of the work results
  • Implementation of project activities with Bappenas (Environment Directorate), as well as other relevant Development Partners and NGO's
  • Coordinate, together with Bappenas and other staff members the design, preparation, and organization of technical workshops, meetings and trainings, including arrangements of study visits and expert missions
3. Knowledge management and monitoring

  • Preparation of activity reports and contribution to the reporting system of the project
  • Compile information on progress in the implementation of the annual work plan according to the requirements of the monitoring system
  • Preparation of presentations and inputs for meetings
  • Contribute to the preparation of knowledge products relevant to the climate change topic 

4.   Networking and cooperation tasks

  • Establish and maintain links with partner organizations at the national level, such as the Ministry of Environment and Forestry and other relevant institutions and NGOs.
  • Ensure effective communication and coordination with subcontracted consulting firms and the project team.
  • Represent the project and GIZ implemented activities in climate change related meetings, workshops, and conferences.
  • Participate in sector networks within GIZ as well as outside to increase communication, networking and visibility of the project
  • Actively identify potential synergies and develop coordination processes with other GIZ projects

 5.   Other related tasks

  • Contribution to GIZ Indonesia internal coordination, communication and knowledge management structures, relevant working groups, team meetings, country planning, etc.,
  • Perform other project and GIZ related tasks as assigned by the Project Manager

C. Required qualifications, competences and experience.

 

Qualifications
Master's degree in relevant field of work, e.g., climate change policy, climate or biodiversity planning, circular economy, waste management, environment studies

 

Professional experience

  • Minimum 10 years of professional experience in the fields of climate change policy, environment protection and management, or other fields relevant for the position
  • Minimum 5 years of professional experience in the provision of advisory services in circular economy, or waste management with governmental organizations at national level
  • Prior work experience with international organizations in a similar position is preferred

 

Other knowledge, additional competences

  • Very good communication skills in English and Bahasa Indonesia, both orally and in writing
  • Good interpersonal skills and willingness to cooperate effectively with colleagues and partners across projects
  • Advanced working knowledge of ICT technologies (related to software and online work environment), MS Excel and general office applications

GIZ is currently implementing a program, funded by the German Federal Ministry for the Economy and Climate (BMWK), called "Clean, Affordable, and Secure Energy for Southeast Asia" (CASE), The programme "Clean, Affordable and Secure Energy for Southeast Asia" (CASE) aims to drive change in the power sector in South East Asia (SEA) towards increased ambitions with regards to climate change. It focuses on the four main SEA countries Thailand, Indonesia, Philippines and Vietnam and includes both national and regional activities.

Anchored in Indonesia with the political partner "Ministry of National Development Planning" (Bappenas), and implemented by GIZ Indonesia and Institute for Essential Services Reform (IESR) with further support of international partners Agora Energiewende and New Climate Institute, CASE will propose evidence-based solutions to the challenges met by decision-makers in the design and implementation of the energy system of the future and build societal support around those solutions. A joint fact-finding approach will be applied, involving expert analysis and dialogue to work towards consensus by narrowing areas of disagreement.

The project objective is to be achieved through three areas of intervention, clustered in five outputs:

·     Output I: Research and Evidence: The evidence base for an energy transition in SEA is improved.

·     Output II: Transparency and Mapping: Transparency and coordination of activities related to energy transition is strengthened to maximize synergies.

·     Output III: Dialogue (non-energy sector): The dialogue on energy transition within government (and public) bodies is improved.

·     Output IV: Technical Assistance (energy sector): Capacities of key energy sector stakeholders on energy transition are strengthened.

·     Output V: Promoting public discourse: A public discourse on energy transition is established

 

To support implementation of the programme in Indonesia, we seek one (1) motivated and qualified Indonesian candidate for:

 

Traineeship on Power Sector Decarbonization
(to support decarbonization activities for CASE project)

A. Responsibilities

The traineeship is to support the implementation of CASE programme activities mainly on Decarbonisation and Just Transition topic, and to support other thematic areas under CASE (Sustainable Energy Finance, Renewable energy and energy efficiency, and LTES). The traineeship program will provide benefits to deepen the trainee's knowledge on decarbonisation efforts in the power sector and practical experience on the working environment in international cooperation. It can also broaden his/her understanding on energy transition in Indonesia and the ASEAN region.

Under direct supervision of the Energy Transition Advisor for CASE, the trainee shall support in the preparation and implementation of CASE programme activities in coordination with Advisors and CASE consortium (IESR, Bappenas, and the regional team). The support will be needed for:

  • Activities to support the implementation of the programme outputs with focus on decarbonisation and just transition topic
  • Activities' monitoring and evaluation, including gender analysis and pre- and post-events' evaluation
B. Tasks 

The Trainee will perform the following tasks:

  • Support in preparation and implementation of decarbonisation and just transition activities, such as coal phase out, ensuring an equitable transition towards a sustainable economy, and carbon pricing.
  • Support in the development of knowledge products (such as fact sheets, policy briefs, reports, etc.) related to energy transition topics by compiling data and information.
  • Assist in conducting monitoring and analysis of decarbonisation policies development in Indonesia
  • Assist the decarbonisation pillar in updating relevant data, studies, and supporting documents for activity implementation as well as collaborating with other GIZ projects or other donors.
  • Support the decarbonisation pillar in preparing relevant materials (e.g. power-point, factsheet or brochures) for presentation, workshops, training, and other events
  • Support the decarbonisation pillar in the monitoring and evaluation processes based on the performance of project outputs, indicators, and activity milestones
  • Support the team in preparing working documents for CASE events, participate in the planning and organization process, and conduct the post event's evaluation, analysis and compilation (e.g. feedback results, gender composition, attendance list, or other related documents)
  • Assist the team in performing administrative duties and other tasks as advised or agreed.
  • Stay abreast of the developments in global and Indonesian approaches for energy transition
  • Have regular discussion and coordination with the CASE team, as needed.

 
C.  Required qualifications, competences, and experience

Formal Education

Bachelor's Degree or final year master's student in economics or energy economics, public policy, environmental sciences, sociology, engineering or other relevant fields

Other knowledge, additional competences
  • Basic knowledge and familiarity on sustainable energy and environmental issues, particularly in Indonesia
  • Prior experience in developing knowledge products, especially for policy analysis, and in managing capacity development/trainings will be an advantage
  • Experience in conducting desk research, working on event management, and working on data analysis will be an advantage
  • Good communication, organisational and project management skills
  • Good command of Ms. Office (Excel, PowerPoint, Word)
  • Experience with picture editing software/application is an advantage
  • Proficiency in English and excellent writing skills
  • Ability to work in a team and to adapt to an international working environment.

Position Summary
The USG's Finance Officer is responsible for managing an organization's financial activities related to cash management, liquidity, and risk. This role involves overseeing the organization's cash flow, optimizing financial resources, and ensuring compliance with YPH's policies and USAID financial regulations, and accurate financial reporting related to treasury operations. S/he works closely with the finance team, banks, and other stakeholders to maintain effective treasury operations and support the organization's financial objectives.

Responsibility

1. Cash Management
• Monitor and forecast the organization's cash flow position.
• Manage daily cash balances and cash pooling arrangements.
• Optimize cash utilization and recommend strategies for surplus cash.
• Prepare cash flow forecasts, perform month-end close entries, and manage the processing of inter-company funding.
• Maintain vendors' banking information database up-to-date in QuickBooks and banks (liaise with Logistics and Procurement team) and ensure the database is clean.
• Execute the monthly close process for all cash transactions and accounts.
• Confirm income receive and raise remittance advice to Donors
• Respond to and resolve vendor problems, grievances, and issues relating to payment service.

2. Banking and Financial Transactions
• Oversee banking relationships and execute financial transactions, including wire transfers, deposits, and disbursements.
• Ensure compliance with USAID financial policies and guidelines during financial transactions.
• Make a payment transaction through QuickBooks and Internet Banking.
• Reviews the preliminary and final payment registers for electronic fund transfer.
• Ensure all payment voucher transactions are complete and signed.
• Support the Senior Accountant to develop payment service standards and a calendar of payment issuance by payment type to ensure that service providers, external clients, and stakeholders are aware of the frequency of payment batches.

3. Fund Management

5. Reporting

BACKGROUND
Yayasan Project HOPE (YPH) is non-profit foundation, locally registered in the Ministry of Law and Human Rights since 2018. As a sister organization to Project HOPE, it has been operating in Indonesia since 1960 with the visit of the hospital ship USS HOPE. Yayasan Project HOPE manages several programs in the areas of Infection Diseases, Tuberculosis Laboratory Strengthening, Maternal Neonatal Health, COVID-19 Emergency Response, and Mental Health. It is also establishing an emergency response hub to strengthen emergency response operating systems in Indonesia and Southeast Asia.

POSITION SUMMARY
The Travel Assistant will report directly to the Procurement and Logistics Coordinator. S/he will be responsible for efficiently and effectively organizing and coordinating travel arrangements, meeting and event-related procurement, and record keeping, to meet both humanitarian relief and project needs. The post holder will ensure compliance with donor grants, plan procedures, and procurement ethics.

RESPONSIBILITIES

Travel Arrangements:
1. Maintain communication with existing and/or recruit new travel agents, including car rental companies.
2. Manage travel agents, car rental, taxi vouchers, etc, and submit the invoices to the finance department for payment.
3. Make direct reservations with airlines, train stations, and hotels when travel agents are not available, following approved travel schedules.
4. Assist with car rental reservations according to approved travel schedules.
5. Process advance payments directly to airlines, train stations, hotels, and car rentals as required.

Meeting and Event-Related Procurement:
1. Assist in arranging meetings, trainings, and workshops for Yayasan Project HOPE activities.
2. Raise purchase orders and maintain records for meeting and event-related procurement.
3. Gather procurement specifications and tender bids received from suppliers for contractor selections related to meeting and event arrangements.
4. Support the Procurement and Logistics Coordinator in implementing overall procurement activities, including tracking progress, and ensuring documentation is in order, on time, and of high quality.
5. Monitor and update vendor/contractor information/database (travel agents, hotels, car rental companies, meals, and snacks vendors) for accreditation and evaluation to ensure reliable options are available.
6. Assist program management in preparing and issuing calls for proposals and bidding documents, ensuring transparency and compliance with procurement rules and regulations.
7. Organize and maintain proper procurement and filing systems, supporting records-keeping management related to projects.

Other:
1. Maintain coordination with the Human Resources & General Affair Coordinator and Finance & Accounting Assistant.
2. Performs any other related duties as required.

QUALIFICATIONS
• University degree in a relevant field or a combination of experience and education working in the sector.
• 2-3 years of experience in managing assets, procurement processes, and logistics operations.
• Experience with local NGOs and/or international donor-funded programs is preferred.
• Experience in emergency response operations is an advantage.
• Ability to communicate effectively with others, both oral and written.
• Able to write and speak both Indonesian and English.
• Knowledge of Microsoft Office programs.
• Willingness to travel across Indonesia when required.
• Strong analytical and reporting skills.
• Ability to effectively build positive relationships with vendors and coworkers.
• Excellent planning skills and ability to work well in a team.

Task, Authority & Responsibility

 

Overall Tasks

·         The Finance Assistant is responsible for preparing payments through Petty Cash and Bank for the Swisscontact Jakarta Office.

·         The Finance Assistant is in charge as a main contact person for the Finance unit Swisscontact Jakarta in regard to the payments and HRIS Finance portal related matters. 

·         Support the implementation of IDN Country Office projects based on specific requests.

Specific Tasks

·         Receives all payment requests from staffs and third parties in Jakarta Main Office. 

·         Reviews and ensure all payment requests are prepared according to the Swisscontact SOP. 

·         Prepare payment through petty cash and bank transfer according to the applicable Finance Manual. 

·         In coordination with the Sr. Project Accountant to entry payment transactions into the accounting mandate. 

·         Conducts monthly and surprise petty cash count for reporting. 

·         Act as the main contact person to Swisscontact’s bank partners.

·         Support the audit process under the direction of Business Administration Manager.

·         Assist the Project team related to the Finance administrative tasks. 

·         In coordination with the Sr. Project Accountant to manage the filing of financial documents.

·         Other tasks arise during the course if needed.

 

Employee Requirements

·         Diploma degree in Accounting or Economic. 

·         Relevant working experience in Finance related function. 

·         Previous working experience with one of NGOs is preferable. 

·         Experience of planning and managing small budget/cash flow. 

·         Must possess a strong attention to detail and accuracy. 

·         Skills in computer, software systems (windows, spreadsheet, word processing, e-mail, internet). 

·         Good communication skills in English &amp Bahasa Indonesia. 

·         Good interpersonal skills and commitment working in a team. 

·         Strong sense of responsibility and control.

GIZ has a record of more than 50 years of cooperation with the Association of the Southeast Asia Nations (ASEAN). GIZ in cooperation with the ASEAN Secretariat is currently preparing the implementation of the project "ASEAN-German Climate Action Programme" (CAP). The objective of this project is to improve cooperation within ASEAN for implementing ambitious climate policies. Three interacting outputs have been defined for achieving the module objective: The aim of Output 1 is to strengthen the institutional and individual capacity of the ASEAN bodies relevant to climate policy. In Output 2, the project will assist ASEAN to enhance its visibility in the international dialogue on climate policy. The activities in Output 3 support ASEAN and its member states to better align their respective climate policies with one another. 

GIZ seeks a qualified Indonesian candidate for one (1) position of:

Climate Change Advisor

 A.   Responsibilities

  • Providing professional advice to partners in cooperating with relevant stakeholders in in mainstreaming climate policies into land use sectors,
  • Providing technical analysis on climate mitigation and adaptation in Southeast Asia,
  • Implementing activities pertinent to studies and strategies to raise ambitions for climate actions, including working together with various actors – private companies, academia and research institutes, financing institutions,
  • Integrating nature-based solutions in regional and national climate policy and actions as part of the strategy in dealing with climate change in Southeast Asia,
  • Support in developing and reviewing knowledge and communication products,
  • Support in project management and implementation.

  

B.   Tasks

 

1.   Professional advisory services

  • Keep abreast of prior and ongoing developments in the field of climate policy and finance relevant with land use sectors,
  • Support the understanding of project's partners and stakeholders in applying systemic approaches of nature-based solutions in the context of addressing climate change,
  • Support with the design, preparation and implementation of workshops, seminars and other events on issues related to climate mainstreaming in land use sectors,
  • Formulate job descriptions and terms of reference, select, and supervise third parties in the course of carrying out project activities, including performance evaluation,
  • Support in aligning the services provided by the project with the ongoing momentum as well as partner's needs,
  • Technical support for identifying, designing, implementing and monitoring impacts of possible pilot measures in the field of land use and nature-based solutions.   

2.   Networking and collaboration

  • Support cooperation, regular contacts and dialogue with partners in ASEAN and its Member States, implementation partners and other important stakeholders of the project,
  • Liaise with stakeholders at national and regional policy level to support project activities and outputs in climate change mainstreaming in land use sectors,
  • Collaborate with relevant international development agencies, policy think tanks, research institutions, non-governmental organizations and individuals in the field of climate change mainstreaming in land use sectors,
  • Collaborate with GIZ offices and colleagues throughout ASEAN.

3.   Knowledge management

  • Draw up analysis, reports and presentation documents,
  • Document the lessons learnt from the demonstration measures in Indonesia and Vietnam,
  • Suggest relevant information/knowledge/research dissemination in appropriate formats,
  • Support in desktop research, for instance on collecting existing knowledge on innovative case studies in the implementation of climate policy in ASEAN Member States,
  • Together with other technical advisors conduct knowledge exchange events for ASEAN Member States to enhance ASEAN capacity in mainstreaming climate change into development sectors. 

4.   Coordination tasks

  • Contribute to project planning, develops project strategies and activities in close cooperation with the counterparts and further partners,
  • Coordinate relevant project and research activities in cooperation with the partners both at regional and national policy level,
  • Organize quality assurance measures and suggests necessary changes, improvements, and initiatives.

5.   Other duties / additional tasks

  • Subject to discussions with the Principal Advisor/Team lead for the project, the Advisor may be allocated additional tasks and other duties for shorter periods,
  • The Advisor shall be prepared to travel to different ASEAN Member States to support coordination and project implementation,
  • The Advisor shall stand ready to cater cross-topic collaborations within GIZ and beyond in relation to climate policy and finance in land use sectors.

 

 C.  Required qualifications, competences and experience

Professional Experience and Knowledge

  • Advanced university degree (Master or equivalent) in a relevant discipline, ideally forestry, agriculture, environmental science and management or related areas,
  • At least 7 years of experience in supporting the research and/or implementation of climate initiatives,
  • Demonstrated experience in designing and/or carrying out nature-based solutions project,
  • Demonstrated analytical skills on climate change topic and its mainstreaming into relevant sectoral topics,
  • Proven experience with communicating complex topics in a targeted way to a broad range of stakeholders, including policymakers, private actors and research institutions,
  • Regional Southeast Asia working experience or prior work in a global organization is preferred.

Further skills

  • Excellent command on both spoken and written English,
  • Good knowledge of an ASEAN Member States language and/or German skills is of advantage,
  • Demonstrated ability to work effectively in a fast-paced office environment, both independently and as part of an international team,
  • Aware of social and intercultural sensitivities, flexible and possess a sense of diplomacy,
  • Adaptable to rapidly changing priorities and able to manage multiple deadlines and deliver high quality work products,
  • Willingness to up skill as required by the tasks to be performed – corresponding measures are agreed with management,
  • Availability to travel within Southeast Asia region for short-term coordination needs and project implementation on short notice.
