SurfAid is a non-profit organization which aims to improve the health, wellbeing and self-reliance of people living in isolated regions connected to us through surfing. SurfAid has worked in four locations in Indonesia: Mentawai Islands District in Sumatra Barat, Nias District in Sumatra Utara, Bima District in NTB and Sumba Barat District in NTT. We work in the areas that are considered the most remote, with limited infrastructure and few community empowerment programs working there.

FINANCE OFFICER

 


As part of the Support Team, the Finance Officer is responsible to ensure accurate and timely processing, reporting, and monitoring of finance transactions, and to implement finance procedures in accordance with SurfAid Finance Handbook and procedures for accountability and reliability.


THE PERSON:

You are experienced in accounting or finance and will be a part of the Finance Team at SurfAid Indonesia Head Office. Although this is a Head Office position, you are expected to do field travel to remote locations on a regular basis. It would be great if you are used to working with small organizations, as you are required to be hands-on as necessary, willing to support others and ready for changes.



THE QUALIFICATION AND EXPERIENCES:


  • Minimum bachelor's degree in Accounting or Finance with at least 3 years experience in Finance

  • Familiar with Microsoft Office especially excel spreadsheet

  • Good numeric skills

  • Good communication skills and able to work with various stakeholder

  • Detail oriented with analytical thinking

  • Familiar with QuickBooks or MYOB financial software

  • Experience at the same level in NGO is desirable

  • Experience doing BPJS and Tax Report is desirable

  • Preferably the candidate resides in Bali.

EXTERNAL AFFAIRS SENIOR MANAGER

 

The External Affairs Senior Manager plans, develops, implements, and coordinates a comprehensive external affairs initiative for Indonesia business unit to affect government policy and regulations at national level to further mission of Yayasan Konservasi Alam Nusantara (YKAN) of preserving biological diversity.  Duties include regular contact with central government officials regarding matters pertaining to regulatory actions related to terrestrial programs and sustainable practices. This position serves as YKAN primary contact to government agencies, multilateral agencies, business and private institutions, other conservation organizations, foundations and the academic community relating to the work of terrestrial programs.

 

This may include the following functions:

  • Relationship building & partnership includes manages the external affairs aspect of the programs with external stakeholders relevant to the work of YKAN.   
  • Policy Work, includes addresses complex and innovative solutions with government agencies and industry associations to advance and influences policies related to forestry, forest certification (mandatory & voluntary), sustainable forest management, sustainable agriculture, and spatial planning, etc.                                                              
  • Public Funding, exposure and be able to work on various funding and financing mechanisms relating, but not limited to, terrestrial programs from multilateral and/or bilateral agencies, national sources of funding, as well as other public or private funding sources.   
  • Sustainable practices, to ensures that all YKAN activities comply with government laws and regulations, and performance standards in sustainability.   
  • Supervising and develops TOR(s) and oversee contracting for various consultants.   

 

The External Affairs Senior Manager reports to the Terrestrial Program Director and is based in Jakarta.

 

Qualifications:

  • Bachelor’s degree in political science, environmental policy, development or other relevant field and 5 years of government relations or corporate sector experience, or equivalent combination of education/experience.
  • Fluency in English verbal and written.
  • Analytical and project management experience. Demonstrated experience in successfully developing and implementing complex projects in an unstructured environment.
  • Supervisory experience.
  • Experience developing, directing, and managing multiple projects and implementing strategic program goals.
  • Proven communication and presentation skills.
  • Proven negotiation skills.

OBJECTIVES OF THE PROGRAMME:

SUMMARY OF ASSIGNED DUTIES:

Under the direct supervision of the Partnerships and Resource Mobilization Officer and general guidance of the Planning Officer, the incumbent will:

Develop grant proposals and reports, in collaboration with technical teams. This may include editing language, creating graphics and statistical summaries and ensuring quality and compliance with donor requirements.

  • Write a variety of reports, such as country case studies, summaries and highlights of WHO Indonesia's work, summarizing survey results and technical guidance documents.
  • Consult with technical teams to design overall presentation of content, graphic elements and layout for publications to present WHO's interventions.
  • Produce feature stories and technical documents to present WHO's work to stakeholders through publications, in close collaboration with technical programmes. This may include collecting content, comparing old and revised guidance, researching relevant reports and background documents to verify accuracy of technical information, and data presentation and interpretation.
  • Coordinate closely with the communications team on joint projects, including designing infographics, photo editing and developing a photo library in line with technical activities.
  • Attend and report on relevant meetings, conferences and trainings.
  • Perform any other related duties and responsibilities as assigned by the supervisor.

 

EDUCATIONAL QUALIFICATIONS, EXPERIENCE, ETC.

Education Qualifications:

Essential: Relevant Master's degree in health/public health or, communication, journalism, English literature or related field

Desirable: Post-graduate studies or PhD in health/public health or, communication, journalism, English literature or related field

Experience:

Essential: Minimum two years' relevant professional experience in English language content writing and editing.

Desirable:

  • Four or more years relevant professional experience in English language copy-editing and content writing, editing, creative writing, ideally an international context.

The Wildlife Conservation Society (WCS) has a distinguished history of scientists exploring and saving wildlife in some of the most remote and wild places remaining on Earth. The Wildlife Conservation Society Indonesia Program (WCS-IP) has significantly grown over the last decades, and contributed substantially to the conservation of biodiversity in Indonesia. WCS-IP currently has programs focusing on Sumatra, Sulawesi, Marine and Illegal Wildlife Trade. Flagship species for these programs include Sumatran Tigers, Sumatran Rhinos, Elephants, Orangutans, Manta Rays and the Maleo in Sulawesi. In order to achieve our overall goal of saving wildlife and wild places in Indonesia, we aim to protect threatened species and their habitat through working with government agencies, civil society organisations, private sectors and local communities. A key part of the WCS-IP approach is the Wildlife Crimes Unit (WCU), under the Wildlife Trade Program. WCU was established in 2003 and supported the Indonesian government to conduct more than 450 arrests in Sumatra, Java, Kalimantan, Sulawesi, Bali, Nusa Tenggara, and Papua. To date, WCU consists of 8 units to protect both terrestrial and marine protected species in Indonesia. More than 500 wildlife traffickers were arrested, and thousands of protected animals and tones of animal parts were seized from sting operations.

To increase the effort of wildlife crime detection in exit points, WCS operate a Wildlife Detection Dog (WDD) project under the Wildlife Trade and Policy Program. The WDD project is piloted at Jakarta, Lampung, and North Sulawesi. The project aims to ensure that by using detection dogs, wildlife detection by officers will increase to uncover illegal distribution and smuggling of wildlife by using boats, land transport, or planes.

WCS is now seeking a Project Officer for the WDD project who is dynamic, well-organized, hard-working, and a committed team player to provide key technical support to WCS's Wildlife Trade Program. The Project Officer will work with and assist the Project Coordinator to implement the project with key partners such as JAAN (Jakarta Animal Aid Network), Scent Imprint for Dogs (SIFD, based in the Netherlands), Ministry of Foresty and Environment, Indonesian National Police and other relevant government agencies.

The position will be based in Bogor, with frequent trips to the pilot sites to implement project' activities and reporting. The Detection Dog Project Officer will be directly under the Detection Dog Project Coordinator supervision.

KEY AREA OF RESPONSIBILITIES

Project reporting

  • Writing regular updates on project activities for communication pieces or project reporting purposes.
  • Record any findings obtained from the inspection using the wildlife detection dogs.
  • Working closely with the Project Coordinator and WTP Monitoring and Reporting Officer to draft and produce quarterly, annual and other periodic reports as required by donors and ensuring draft reports are in compliance with WCS and donor policies

Project Development and Management

  • Assist Project Coordinator in managing and coordinating project activities with key implementing partners and Programs within WCS organization.
  • Assist JAAN in preparing monthly operational advance and its settlement for project implementation in compliance with WCS standard.
  • Be a member of a joint technical operation team comprises WCS, JAAN and law enforcement agencies staff to carry-out inspection using the wildlife detection dog at pilot sites.
  • Understood and implement animal welfare principals in the detection dog project.
  • Ensure that the detection dog project is implemented in accordance with the stated work plan, budget, and identified achievements.
  • Provide technical and facilitating support to meetings, seminars, workshops and public outreach activities as required.

Stakeholder engagement and communication

  • Establish and maintain good collaboration with key partners such as JAAN, SIFD, MoEF, INP and other government agencies during project preparation, implementation, and evaluation.
  • Provides inputs to foster synergies, cross-learning, and collaboration between stakeholders in implementing the project.
  • Contributing to the team general performance through proposing, attending and actively engage in regular and occasional meetings, conversation and knowledge sharing.
  • In close coordination with Project Coordinator and the Communications team to develop timely communication pieces, such as press releases and newsletters.

REQUIREMENTS

  • Possess undergraduate degree in conservation, forestry, biology, animal husbandry, veterinary medicine and/or related discipline.
  • Has experience working with NGOs and in collaboration with the government are an advantage. • High interest in wildlife conservation.

The Finance Assistant will report to the Finance Senior Controller and will work closely with the Program Managers, and other staffs.

The Finance Assistant is responsible for maintaining financial and accounting services in order to meet the requirements of the organization. The Finance Assistant is also responsible updating accounting records, preparing financial statements, maintaining cash control, monitoring accounts payable and receivable and ensuring adherence to policies and procedures to strengthen internal control.

RESPONSIBILITIES:

  • Ensure that all expenditures are made in accordance with established procedures, approved vouchers, complete supporting documentation and budget availability.
  • Ensure that payments are made in a timely and secure manner across all the country operations.
  • Prepare Deposit Voucher, Cash Disbursement Voucher, and Adjustment Voucher to complete financial document.
  • Review advance settlement of staff to ensure amount, grant code, and account correctly put on settlement report.
  • Prepare budget versus variance on every advance settlement to overview the spending.
  • Prepare JV Template for deposit voucher, cash disbursement voucher, and adjustment voucher to be reviewed by Finance Senior Controller.
  • Scan and archieve all financial documents in sequence based on voucher number.
  • Ensure complete accounting records are maintained in good condition for a good period of time (following local, donor and WC-NY regulations). This includes but is not limited to vouchers, bills, invoices, procurements forms, authorizations, reconciliations, both paper and electronic records.
  • Ensure back ups are made of data at least twice per week, and that a copy of the latest back up is maintained at a secure location in the office or to a secure off-site location.
  • Ensure proper tracking of outstanding advances and payables.
  • Assist Finance Senior Controller to provide assistance and support during internal and/or external audit. Draft audit response and ensure implementation of agreed audit recommendations.

REQUIREMENTS:

  • Bachelor's Degree in Accounting or Finance.
  • Minimum a fresh graduate.
  • Knowledge in accounting and experience managing computerized financial systems (Sun System preferred).
  • Computer skills mandatory. Proficient in Microsoft Office Applications.
  • Able to multi-task, establish priorities and meet deadlines.
  • Good oral and written communication skills. English and Bahasa-Indonesia.
