Project Summary:

The six-year USAID-funded Harmoni activity will promote tolerance and inclusion and reduce the risk of violent extremism. Position Summary:

The Local Researcher will assist the USAID Indonesia Harmoni project team in conducting a P/CVE Context Assessment. The purpose of this Context Assessment is to provide USAID and Harmoni partners with an updated understanding of sociopolitical dynamics with the potential to impact future P/CVE efforts in Indonesia. 

The Harmoni P/CVE Context Assessment will employ a qualitative approach to evaluating context through KIIs and FGDs. The Local Researcher will support the evaluation team leader and evaluation subject matter expert to produce a desk study regarding P/CVE issues in Indonesia and assist to develop interview tools and conduct data collection.

The researcher will support conducting field-based data collection in three areas of Indonesia (Jakarta, Bandung, and Solo). The researcher will participate in key informant interviews (KIIs) and focus group discussions (FGDs) and contribute to analysis and report writing. 

Work is expected to take place in the beginning of August through mid-August 2024, with primary data collection expected to begin in early August. The local researcher will report to the assessment team leader. 

This is a short-term position with up to 26 days of LOE.

 

Responsibilities:

- Review the assessment research questions and background documentation as requested.

• - Provide local contextual information related to data collection planning and data collection itself.
• - Participate in the review of data collection instruments.
• - In consultation with the team, coordinate and conduct data collection efforts including key informant interviews with key stakeholders, government officials, and implementing        partner staff, and facilitate group discussions with beneficiaries.
• - Provide written detailed notes or audio recordings of the interviews and group discussions, including supporting translation into English.
• - Participate in regular team check-ins before, during, and after data collection.
• - Support with data analysis and reporting as needed.
• - Coordinate with the Team Leader and other team members. 

Qualifications:

• -  Bachelor's degree required, preferably in political science, anthropology, sociology, or similar field. Master's degree or PhD preferred. 
  
• -  A minimum of 3 years' experience conducting qualitative research, evaluation, or assessment required, preferably with a focus on P/CVE or democracy, rights and                         governance. 
• -  Previous experience supporting USAID program evaluations or assessments required.
• -  Strong teamwork skills required.
• -  Strong English writing skills required.
• -  Fluency in English and Bahasa required.

Background

The five-year, USAID SELARAS activity will address the limiting conditions for better solid waste management services in areas where USG investments can significantly reduce ocean plastic pollution while also partnering with private sector enterprises to scale interventions. Achieving this mutual goal will require a diverse approach to:  

1) strengthen solid waste sector governance and financing;  

2) improve and expand solid waste management services;

3) strengthen local markets and businesses;

4) improve social behaviors and practices; and  

5) improve systems for tracking and reducing methane emission.  

 

USAID SELARAS will work at national, provincial, and local levels of government. Partnering with key institutions and stakeholders, the Activity will provide timely, relevant, and foundational support to enable the GOI to make progress towards its development objectives of having 100 percent of solid waste managed by 2024 and reduction of marine plastic pollution by 70 percent by 2025.

Background and Justification

 

JSI Research & Training Institute, Inc. (JSI) is a public health management consulting and research organization dedicated to improving the health of individuals and communities throughout the world over the last forty years. The Country Health Information Systems and Data Use program (CHISU) is a five year USAID funded cooperative agreement (2020-2025) led by JSI and focused on strengthening health information systems (HIS), enabling sharing of data between systems and its use, and supporting countries' self-reliance by enhancing capacity for local leadership and engagement in every aspect of health data.

 

In line with these objectives, CHISU Indonesia is set to collaborate with the Ministry of Health (MOH) of Indonesia in various health programs, ones of which are Human Immunodeficiency Virus (HIV) projects. Related to the HIV program, to accelerate towards ending AIDS by 2030 through the fast track 95-95-95 approach, the Indonesian government has formulated the National Action Plan 2020-2024 Prevention and Control of HIV/AIDS and STIs in Indonesia. To address these issues in support of advancing the MOH's goal of achieving and maintaining epidemic control, the Country Health Information Systems and Data Use (CHISU) Project, will contribute through strategic technical assistance for HIV information systems interoperability to improve HIV prevention, case finding, care, and treatment programming to set the stage for advanced analytics. To do so, CHISU will focus on strengthening governance for HIV information systems, improving availability and interoperability of quality HIV data with SATUSEHAT, and standardizing data quality assurance and analysis to catalyze improvements in the HIV continuum of care.

 

Additionally, to enhance the contribution of CHISU to the Ministry of Health's efforts in GHS and HIV programs, it is recognized that collaboration with an expert consultant actively engaged in these programs is essential. The consultant's role will primarily involve reviewing and analyzing relevant policies and regulations, identifying any existing gaps. Furthermore, the consultant will be responsible for formulating recommendations for the Ministry of Health, presented in the form of a policy brief.

The HIV Policy Consultant will be responsible for the following activities related to the programs:

●       Systematically identify and catalog all existing HIV-related regulations and policies at the national level.

●       Perform an analysis of the identified regulations and policies to assess their effectiveness, relevance, and alignment with current HIV prevention and treatment needs.

●       Research the policy and regulations related to HIV data management including data collection, storage, sharing, and utilization.

●       Implement a systematic follow-up process to monitor the progress of each concept and action related to HIV initiatives.

Qualifications:

●       Proven experience in stakeholder engagement with government institutions and regulatory bodies.

Background and Justification

In line with these objectives, CHISU Indonesia is set to collaborate with the Ministry of Health (MOH) of Indonesia in various health programs, ones of which are Global Health Security (GHS). Related to GHS, Indonesia is fulfilling the requirements of the International Health Regulations (IHR) 2005, working to improve its ability to handle public health emergencies for emerging infectious diseases (EIDs). As part of this commitment since 2011, Indonesia has issued several national regulations and developed strategic plans to overcome issues related to zoonosis. The Presidential Regulation No. 30 Year 2011 on Zoonotic Control, coordinated by the Kemenko PMK, Coordinating Ministry for Human Development and Culture, calls for the strengthening of cross-sectoral zoonotic control systems, including the synchronization, guidance, supervision, monitoring and evaluation of policies, strategies, and programs. Complementing this, the MoH also has the Action Plan for the Prevention and Control of Vector and Zoonotic Diseases 2015-2019 which covers capacity development, increased surveillance, monitoring, community awareness, technical supervision, and multisectoral coordination. Then, to address these issues in support of advancing the Government of Indonesia's goal of contributing actively to global efforts in preventing, detecting and responding to potential pandemics attributed to biological, chemical and radio-nuclear agents, the Country Health Information Systems and Data Use (CHISU) Project will focus on three main areas: 1) strengthening governance for One Health information systems; 2) improving availability and interoperability of quality data from these systems; and 3)  improving data analysis and use to catalyze improvements in the One Health interventions. CHISU will apply interventions in these three efforts to specific target areas under the Joint External Evaluation (JEE).
