The Wildlife Conservation Society (WCS) works in over 60 countries to save wildlife and wild places through science, conservation action, education, and inspire people to value nature. WCS Indonesia Program has started marine work in Indonesia in 2002 and has expertise in marine and socioeconomic surveying, fisheries science, marine protected area creation and management, marine and fisheries policy, and law enforcement. Through "Marine Biodiversity and Coastal Livelihoods in Sulawesi/Coral Triangle" project from 2019 – 2025 WCS Indonesia will support the Government of Indonesia with specific targets related to sustainable fisheries management, decreasing threats to coral reefs, and supporting the designation and management of protected areas. The 7-year project is funded by the German Federal Ministry for the Environment, Nature Conservation, and Nuclear Safety (BMU), with the KfW Entwicklungsbank being its assigned government agency.
The outcome of the project is to contribute the conservation of Indonesia's biologically diverse marine ecosystem and important fisheries through the creation and improvement of Marine Protected Areas (MPAs) and MPA networks, as well as improved management of commercially and ecologically important fisheries in the project area which comprises Aceh, West Nusa Tenggara, and North Sulawesi provinces with heterogeneous mixes of local fishing communities, indigenous people, and internal migrants.
The project design consists of the following three Outputs:
Output 1: Improved fisheries management by the development of government regulations and fisheries management systems, recognition of sustainable co-management and/or customary management systems, and development of incentives for sustainable fisheries management.Output 2: Establish new MPAs, expand and improve the management effectiveness of existing coastal MPA networks to conserve habitat and threatened species in West Nusa Tenggara and North Sulawesi.
Output 3: National and provincial policies are influenced by applied science, monitoring, and analysis of MPA effectiveness and fisheries management in West Nusa Tenggara, North Sulawesi, and Aceh.
EVALUATION PURPOSE, OBJECTIVES AND SCOPE
The mid-term review (MTR) will assess whether the overall KfW/BMU project is on track to achieve its objectives (captured in the three Outputs) and the reasons why, identify constraints and implementation gaps, assess the relevance of the project intervention strategy, and make recommendations to ensure that all project outputs and outcomes can be met during the remainder of the project. The MTR will also assess the performance and compliance with the project's Environmental and Social safeguard Management System (ESMS) and its different safeguard instruments and corresponding requirements.
The MTR will evaluate the 3.5 years of project implementation conducted by WCS, from January 2019 to June 2022, with a focus on,
Learning - The MTR will assess progress, primarily focusing on the expected results that should have been achieved in the three Outputs and those that have not, and the reasons why. The MTR will provide detailed recommendations to enhance or adapt parts of the project design, as required, including redesigning, reprioritizing, and/or adjusting the project timeline and budget to ensure that the planned objectives are delivered. The review will capture the key lessons learned and good practices established to improve project implementation and to share with similar projects elsewhere.Accountability - The result of the MTR will be reported to KfW as the donor to ensure project accountability, credibility, and transparency.

METHODOLOGY CONSIDERATIONS
The MTR will be conducted using various techniques, including,
Desk-based research -Site visits and interviews - will be conducted to selected locations to observe and review project progress in implementing activities under the three Outputs and to meet and interview project stakeholders (particularly from coastal communities and local government).
Applicants are asked to elaborate in detail on the evaluation methodology that they intend to use and provide a detailed time schedule of the evaluation process.
DESIRED CONSULTANT TEAM PROFILE
The consultant team will consist of international and/or national members, who have the following experience,
- Verifiable and proven knowledge of internationally funded conservation and development projects (especially KfW).
- >10 years' experience in successfully conducting project monitoring and evaluation, including quantitative and qualitative techniques, and delivering high-quality reports on time.
- Team fluency in spoken and written English and Bahasa Indonesia.
- Relevant experience in and understanding of marine conservation and coastal community development issues, with proven expertise in coastal/coral reef fisheries management, as well as MPA management, especially in Indonesia.
EVALUATION PROCESS, DELIVERABLES AND TIMELINE
Main Deliverables
- An Inception Report (approximately 5 pages in length)
- A Dissemination Workshop
- A Draft MTR Report in English, which is subsequently revised based on WCS and KfW feedback to become the Final MTR Report (approximately 30 pages in length, excluding annexes).
Consultancy Team
The team should consist of a Lead Consultant (with sufficient experience in and knowledge of marine conservation and fisheries management issues), a Monitoring and Evaluation Specialist and a Social Safeguards Specialist. The team may consist of international and national consultants.
Delivery schedule
The MTR will be conducted for 2 (two) months from September to November 2022, with detailed activity as follows:
The PCU team of WCS-IP will have the overall coordination role of the review including facilitating the logistical requirements for consultants and setting up interviews and field visits. Tender responses should contain,
- A proposed scope of work including an elaboration of the methodology to be used.
- A detailed time schedule, including the following information, amongst others,
a. schedule for desk-based research
b. schedule for site visits and key stakeholder interviews
c. draft structure of the report - A cost-efficient fee estimate (including disbursement costs)
- A profile and demonstrated expertise of the applicant (CV of lead and team consultant, company profile and portfolio).
