Harmoni: Towards Inclusion and Resilience

 

Background

Since July 2018, Search for Common Ground Indonesia, in collaboration with Management Systems International (MSI) and Love Frankie, has been implementing Harmoni, which seeks to increase the resilience of Indonesian society to intolerance and violent extremism (VE) by supporting communities, migrants and key institutions to increase their awareness of related risks and to develop more effective tools and systems to bolster tolerance and counter the appeal of VE organizations (VEOs), reintegrate former VEO members and supporters. As part of the collaboration, Search implements CVE activities, including promoting peaceful messages through journalism and media use, training for DGC officers, and CSO network building for CVE efforts.

In strengthening the Harmoni program, SFCG has worked closely with the Directorate General of Corrections (DGC) since the start of the program to train a range of staff and current and future parole officers and strengthen, develop, and institutionalize curriculum for equipping parole officers to manage terrorist convicts, implement effective R&R programming and managing communications crises. In Year 4, Harmoni thoroughly supported DGC Humas in establishing a communication strategy and procedures, especially in managing high-risk penitentiaries or parole offices, by discussing the needs in the communication system among DGC units. The recent high-profile events highlighted the need for these SOPs, including in August 2022, when the parole date of one of the Bali bombers was moved up, and the announcement led to an international outcry. Harmoni also successfully supported the enactment of the Director General's Decree Number PAS-20.HH.01.02, the year 2022, regarding the communication In November 2022, the Grand Strategy for Correctional Public Relations will be released. The decree mandated the public relations sector of all correctional units to strengthen understanding and engagement from the public. In addition, the regulation mentioned ten approaches to be supported in the upcoming years. The highlighted approaches in the strategy are: 1) formulating DGC's key main messages, 2) DGC's marking & branding, 3) public and media relation protocols, and 4) crisis communication management. As a follow-up, on December 2022, Harmoni conducted a strategic meeting with DGC to determine the most critical item to be supported. The meeting concluded with the selection of crisis communication management SOP as the first approach to be supported by Harmoni. Harmoni helped support DGC by providing strategic inputs to strengthen its ties with the media and community during the communication crisis.

Therefore, in this last implementation year of the program, Harmoni will support the development of standard operating procedures (SOPs) for crisis communication for correctional units nationwide by a soon-to-be-issued DGC decree. Once SOPs are developed, Harmoni will support dissemination and orientation with relevant personnel, including the head of high-risk penitentiaries and parole officers.

Key Responsibilities

The selected Consultant(s) must perform the following tasks:

A.      Developing Standard Operating Procedures (SOPs) for crisis communication for correctional units                 nationwide

The Consultant(s) are expected to be proficient in developing SOPs by translating the needs and decree required by the directorate of corrections.

B.      Consign the SOPs with stakeholders from the DGC

To gain acknowledgment from the primary user of the SOPs, the DGC, the selected consultant(s) must conduct a consignment meeting with DGC. In this meeting, the first draft of the developed Manual will be open for discussion regarding its strengths and challenges. The selected consultant(s) must also ensure that the DGC delegation that will be invited to the meeting is suitable.

C.       Reporting, Printing, and distribution

The Consultant(s) must deliver a final narrative report regarding the SOPs development process. The Consultant(s) will also ensure that the SOPs are printed and distributed to selected parties discussed by the tripartite of SFCG Indonesia, selected consultant(s), and DGC.

 

Deliverables

1.       1 (one) Inception report consisting of:

o   The chapter list of the would-be-developed SOPs

o   Project timeline

o   Final budget

2.       1 (one) Standard Operating Procedures (SOPs) for crisis communication for correctional units nationwide,                       approved by SFCG Indonesia.

3.       Facilitating 1 (one) Consignment Meeting with the DGC delegation. This includes the delivery of:

o   1 (one) meeting note with attendance list

o   Attendance list

4.       1 (one) final report consisting of, at a minimum:

o   A narrative report of the manual development process

o   The challenges, lessons learned, and recommendations.

Remuneration

The schedule of payment of the consultancy fee is as follows:

1.      80% will be paid upon approval of the Inception Report.

2.      20% will be paid upon completion and approval of the Final Report (in English)

No Final Payment will be made until the Final Report is approved by Search Indonesia's Country Director and Program Manager.

 

Supervision of the Consultant:

The consultant will work under the SFCG Indonesia Program Manager in collaboration with program staff.

 

Qualifications:

  • Experience in training module development and/or adaptation;
  • Applied experience in working with central government institutions, especially directorate generals under the Ministry of Law and Human Rights
  • Proven record of facilitating training activities. Proven prior exposure to SFCG's training would be considered a plus.

21 February 2023 – 31 March 2023
