Program Officer (Transport)
Program Background
Kemitraan Indonesia Australia untuk Infrastruktur (KIAT) is a partnership between the Government of Australia and Government of Indonesia to support sustainable and inclusive economic growth through improved access to infrastructure for all people in Indonesia. KIAT works with government partners, multilateral development banks (MDBs) and civil society providing technical assistance to improve infrastructure policy, planning and delivery. KIAT also works with sub-national governments to improve the quality of infrastructure spending and planning.
Through its work with central and sub-national governments, KIAT is working towards 5 End-of-Facility Outcomes (EOFOs):
- Improved policies and regulations for infrastructure development
- High quality projects prepared for financing by GOI, MDBs or the private sector
- High quality infrastructure delivery, management, and maintenance by GOI
- Infrastructure policies, design and delivery are more inclusive for women and people with disabilities
- Improved policy, planning and design results in lower-emission, more climate-resilient infrastructure
The focus of KIAT is on the following areas: Water and Sanitation; Transport; Gender Equality, Disability and Social Inclusion (GEDSI); Climate Change; and Infrastructure Funding and Financing (IFF).

The Role
The Program Officer (Transport) will support the KIAT Transport team in the research, analysis, project management and stakeholder engagement for ongoing and new transport technical assistance activities under the national roads activity stream. The Program Officer (Transport) may interface where necessary with KIAT cross-cutting teams in Infrastructure Funding and Financing, Climate Change, Safeguards and Gender Equality, Disability and Social Inclusion (GEDSI). The position will also support work planning, contract management, financial management, procurement, stakeholder engagement, and risk mitigation as needed.

About You
Essential
- A bachelor's degree in Civil Engineering, Urban and Regional Planning, Project Management, Finance or another relevant field
- At least 2 years of relevant professional experience in transport/infrastructure
- Ability to independently seek information on transport/infrastructure topics as directed
- Flexibility to travel around Indonesia to collect information and data as needed
- Excellent verbal and written communication skills and the ability to communicate with a wide range of stakeholders from diverse backgrounds
- Good English language capabilities
- Understanding and experience of applying or a desire to learn and apply DFAT policies, including but not limited to GEDSI and safeguards such as Child Protection
- Self-motivated, innovative, creative and lateral thinker
- Willing to work as part of a multi-disciplinary team with the ability to assist and support team members
Desirable
- Master's degree in a related discipline

Remuneration
Commensurate with level of experience and qualifications for the role. Successful Indonesian nationals will be engaged under a local contract in IDR and will be subject to Indonesian employment regulations and tax obligations.
