Nutrition International (NI) has been actively supporting Large-Scale Food Fortification (LSFF) initiatives in Indonesia, with a focus on salt iodization, rice fortification, and wheat flour fortification. The technical assistance focuses on strengthening enabling environments for fortification, including policy and regulatory development, standard setting, quality assurance systems, and multi-stakeholder coordination mechanisms. In collaboration with government counterparts and partners, NI contributes evidence-based inputs to support the design and implementation of fortification programs and monitoring systems. These efforts aim to improve the effectiveness, quality, and sustainability of LSFF programs as part of broader strategies to address micronutrient deficiencies in Indonesia. The Government of Indonesia is implementing the Makan Bergizi Gratis (MBG) Program as a national priority intervention to improve nutritional outcomes among school-age children and other target groups. Given the scale and reach of the program, MBG presents a strategic opportunity to improve dietary micronutrient intake through the inclusion of fortified rice. While fortification of salt, oil, and wheat flour is mandatory in Indonesia, rice fortification is voluntary, with standards for fortified rice and fortified rice kernel notified by BPOM. National Nutrition Agency (NNA) is the lead implementation agency for the MBG. Currently the program does have policy and operation guidelines, which includes SOPs for non-fortified rice demand projection, procurement, storage, QA/QC, monitoring framework, etc. This policy and operational guidelines, need to be revised / adapted to include fortified rice, replacing it with non-fortified one. This would allow, both national and subnational actors, including Satuan Pelayanan Pemenuhan Gizi (SPPG – centralised kitchen), Kantor Pelayanan Pemenuhan Gizi (KPPG - Office for Nutrition Service Provision), Pos Pelayanan Terpadu (Posyandu - Integrated Service Post) and Pusat Kesehatan Masyarakat (Puskesmas - Community Health Center), to effectively implement the fortified rice integrated MBG program.
NI has been providing technical assistance to the Government of Indonesia in integrating fortified rice in the MBG program. To support this effort, NI seeks to engage a consultant / agency, to develop / adapt relevant sections of the policy and operational guidelines, to facilitate integration of fortified rice in the MBG program. Also organise one workshop to orient key 25 stakeholders on the revisions.
