Tujuan konsultansi

Di wilayah TWP Buruway, Papua Barat, dua kelompok usaha kecil menengah (UKM) perempuan yaitu Nerowara di Kampung Kambala dan Afor Waar di Kampung Adijaya telah aktif mengembangkan produk olahan lokal berbasis sumber daya alam setempat. Nerowara memproduksi abon ikan dari hasil perikanan lokal, sementara Afor Waar memproduksi minyak kelapa yang dipasarkan di kampung dan kota Kaimana.

Kedua kelompok ini didampingi oleh Konservasi Indonesia dan terus berproduksi serta memasarkan produknya secara aktif. Untuk mendorong pertumbuhan ekonomi berkelanjutan di tingkat kampung, perluasan pasar dan pemahaman terhadap karakteristik serta preferensi konsumen menjadi langkah strategis. Melalui survei pasar yang direncanakan, konsultansi ini diharapkan dapat menggali wawasan tentang perilaku dan preferensi konsumen, menyempurnakan model bisnis UKM agar selaras dengan praktik berkelanjutan, meningkatkan kepuasan pelanggan dan daya saing produk lokal, mendukung pembuat kebijakan dan mitra pembangunan dalam memperkuat ekosistem UKM di kawasan konservasi. Proyek ini memperkuat keyakinan bahwa UKM di kawasan konservasi memainkan peran penting dalam pembangunan ekonomi yang inklusif dan berkelanjutan.

Finance Department

The finance department is a part of the support department for projects in SNV. The output from the Finance Department is that the finance department can assist projects at SNV in managing all types of project needs relating to the payment process for both internal project needs and payments to third parties.

In the daily operations of the Finance Department, the finance team receives numerous financial reports from third parties that must be thoroughly reviewed before proceeding with the payment process. To ensure that this process runs efficiently, we are seeking the support of a Finance Assistant to assist the Finance Officer in reviewing third-party financial reports.

 

Objectives

To ensure the accuracy and completeness of third-party financial reports and to improve the efficiency of our financial review process, finance department requires the support of a Finance Assistant. The Finance Assistant is expected to assist the Finance Officer in reviewing financial documents submitted by third parties, ensuring they meet the required standards before processing payments. Therefore, the recruitment of a Finance Assistant aims to strengthen our internal capacity in maintaining financial accountability and compliance, enabling the organization to carry out its project activities smoothly and in a timely manner.

 

Activity

The selected Finance Assistant is expected to support the Finance Department in reviewing CSO’s financial reports and ensuring all financial documentation is accurate, complete, and aligned with SNV’s internal standards and donor requirements and Donor’s Policy and regulation especially for project of HORAS SP1994. These activities will require close coordination with and report to the Finance Officer and other relevant teams to maintain the integrity and efficiency of financial processes. The key activities include:

  1. Collection and Organization of CSO’s Financial Reports. Receive, compile, and organize CSO financial reports and supporting documents submitted by implementing partners or vendors, ensuring all required documentation is available for review.
  2. Initial Review and Verification of Financial Documents. Conduct preliminary checks on financial reports to verify completeness, accuracy, and compliance with budget allocations, contract terms, and SNV’s financial guidelines.
  3. Liaison with all CSOs and Finance Officer for Clarifications and Corrections. Communicate with partners or vendors to follow up on incomplete or unclear financial submissions and support the correction process when necessary.
  4. Support to Finance Officer in Report Analysis. Assist the Finance Officer in analyzing CSO financial reports by preparing summaries of advances given, identifying discrepancies, and flagging any issues for further review.
  5. Documentation and Filing. Ensure that all reviewed financial reports and supporting documents are properly filed—both electronically and in hard copy—according to SNV’s filing standards and audit requirements.
  6. Coordination with Project HORAS SP1994 teams and CSO, if necessary. Collaborate with project teams and other departments to ensure timely submission and review of third-party financial reports in line with project timelines.

 

Scope of Work  

  1. Verification of Financial Reports

Verified CSO’s financial reports submitted during the assignment period, including basic completeness and accuracy checks.

  1. Preparation of Summary Sheets

Summary sheets for each reviewed financial report, highlighting key findings or missing documentation.

  1. Follow-Up Log

Maintaining a log of all follow-up actions with third parties regarding incomplete or unclear submissions.

  1. Document Filing and Organization

Organized filing (digital and/or physical) of reviewed financial documents in accordance with SNV’s internal procedures.

  1. Regular Progress Updates

Weekly progress updates to the Finance Officer on the status of report reviews and pending items.

  1. Final Summary Report

Submit comprehensive summary report at the end of the assignment outlining activities completed, challenges encountered, and recommendations for future process improvement.

 

Deliverables  

Monthly report summarizing progress against the scope of work, including:

  • Number of financial reports reviewed
  • Key findings
  • Summary of follow-up actions
  • Status updates on pending item

 

Final report at the end of the assignment, incorporating an overview of achievements, challenges, and actionable recommendations

 

Qualification

  1. Bachelor’s degree in finance, Accounting, Economics, or a related field. Fresh graduates are welcome.
  2. Basic understanding of financial reporting and bookkeeping principles.
  3. Good attention to detail and ability to review financial documents accurately.
  4. Proficient in Microsoft Office, especially Excel and Word.
  5. Good communication skills, both written and verbal, to liaise with third parties and internal teams.
  6. Able to work independently and as part of a team.
  7. Willingness to learn and adapt quickly in a fast-paced environment.
  8. Previous internship or practical experience in finance or accounting is a plus but not mandatory.

 

Timeframe

The assignment is for 3 (three) months period starting from Jun 2025 – August 2025

 

Payment Term

Payment to the service provider will be made on a monthly basis upon submission and acceptance of the agreed deliverables, subject to approval by the Project Finance Office.

The opportunity

The Senior Procurement Officer will lead a team responsible for day-to-day procurement activities. Their primary focus will be to ensure that the Procure-to-Pay (P2P) process aligns with the standards outlined in the Supply Chain Operations Manual and adheres to Donor Regulations. The officer's goal is to support the implementation of programs and sponsorships, facilitate deliveries, and enhance operational efficiency. This position will report to the Procurement Coordinator.

 

Accountabilities for the role

Ensure that all procurement processes within the Country Office strictly adhere to the guidelines and standards outlined in the Supply Chain Operation Manual, thereby promoting compliance and efficiency in all procurement activities.

Regularly monitor and assess outstanding commitments recorded in the SAP System to ensure timely follow-up, effective resource management, and adherence to outstanding POs. This includes generating reports and addressing any unclosed PO and open commitments.

• Cultivate and maintain strong relationships with vendors to foster collaboration, negotiate favorable terms, and ensure the quality and timely delivery of goods and services. This involves regular communication, performance evaluations, and addressing any issues that may arise.

Job Highlight

The role of the Mentor in this program is pivotal in supporting partner merchants in the implementation of the Sustainable Packaging Playbook, a guideline developed to reduce single-use packaging waste in alignment with the Ministry of Environment and Forestry Regulation No. 75/2019. The Mentor will provide hands-on assistance, guidance, and monitoring to selected merchants across Jakarta, Bandung, and Bali during the piloting phase. Each mentor will be responsible for a group of 3–7 merchants within a specific city, ensuring that they understand, adopt, and adapt sustainable packaging practices suited to their operations. This role is both strategic and operational, requiring strong communication, facilitation, and coordination skills.

What you will do

  1. Participate in the Training of Trainers (ToT) to equip mentors with knowledge on the playbook and facilitation skills.

  2. Facilitate Merchant Training Sessions, helping merchants understand the purpose, tools, and steps for sustainable packaging transition.

  3. Act as Point of Contact (PIC) for 5–10 assigned merchants, providing hands-on assistance throughout the pilot.

  4. Support Baseline Survey & Strategy Development: Help merchants fill out baseline surveys and formulate initial transition strategies.

  5. Guide Implementation during Pilot Phase:

  • Ensure merchants follow the recommended steps in the playbook.

  • Monitor progress and provide ongoing feedback.

  • Conduct mid-pilot evaluations and suggest adjustments if necessary.

  1. Assist in Endline Survey: Guide merchants in evaluating the transition's impact, including customer feedback and business performance.

  2. Conduct Regular Communication: Check in with each merchant at least once a week via call, message, or Zoom.

  3. Conduct Monthly Field Visits to each assigned merchant to provide on-site support and assessment.

  4. Submit Monitoring Reports: Fill out monthly monitoring instruments (qualitative and quantitative) for each merchant.

  5. Coordinate with the BESTARI team as needed and attend biweekly virtual meetings to share updates and insights.



What you will need

  1. Final-year Student, Fresh Graduate, or Bachelor's majoring in Environmental Engineering, Chemical Engineering, Sustainability Management, or other related fields.

  2. Possess a minimum of 1 (one) year of professional or volunteerwork experience with corporate assistance programs, mentorship roles, or similar initiatives focused on corporate sustainability.

  3. Proven experience in facilitation, mentorship, or capacity-building programs. 

  4. Familiarity with issues of plastic waste, sustainable packaging, or circular economy is a plus.

  5. Strong interpersonal and communication skills to engage and support merchants effectively.

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations. Its corporate objective is to improve people's living conditions on a sustainable basis. GIZ has been working in Indonesia since 1975 on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ).

The program "Clean, Affordable and Secure Energy for Southeast Asia" (CASE) aims to drive change in the power sector in Southeast Asia (SEA) towards increased ambitions about climate change. It focuses on the four main SEA countries, Thailand, Indonesia, Philippines and Vietnam, and includes both national and regional activities. It is funded by the German Federal Ministry for Economic Affair and Climate Action (BMWK).

Anchored in Indonesia with the political partner "Ministry of National Development Planning" (PPN/Bappenas) specifically at the directorate of Electricity, Telecommunications and Informatics/directorate of Director of Transmission, Power, Aerospace and Space, and implemented by GIZ Indonesia and Institute for Essential Services Reform (IESR) with further support from international partners Agora Energiewende and New Climate Institute, CASE will propose evidence-based solutions to the challenges met by decision-makers in the design and implementation of the energy system of the future and build societal support around those solutions. However, CASE Indonesia also has a close coordination with the other CASE countries in SEA (Thailand, Philippines, and Vietnam).

The overarching programme goal of CASE is to shift substantially narrative of the direction of the energy sector in SEA towards an evidence-based energy transition (ET), aiming to increase political ambition to comply with the Paris Agreement through the following outputs:

  • Output I: Research and Evidence: The evidence base for an energy transition in Southeast Asia is improved.
  • Output II: Transparency and Mapping: Transparency and coordination of activities related to energy transition is strengthened to maximize synergies.
  • Output III: Dialogue (non-energy sector): The dialogue on energy transition within government (and public) bodies is improved.
  • Output IV: Technical Assistance (energy sector): Capacities of key energy sector stakeholders on energy transition are strengthened.
  • Output V: Promoting public discourse: A public discourse on energy transition is established.

To support the thematic area, we seek one (1) motivated and qualified Indonesian candidate for:

Trainee on Clean, Affordable and Secure Energy in Southeast Asia (CASE for SEA), Sustainable Energy Finance


A.  Responsibilities

The traineeship is to support the implementation of CASE for SEA programme activities in Indonesia on the topic of sustainable energy finance aligning with CASE mandate to foster synergies between regulators, private sector stakeholders, and financiers, both from energy and non-energy sectors. Day-to-day responsibilities include knowledge building and exchange activities, communications and coordination, administrative tasks related to implementation, and support for project management tasks. The traineeship will provide benefits to deepen the trainee's knowledge, networks, and skills on topics related to national energy transition efforts and practical experience on the working environment in international cooperation. It can also broaden his/her understanding on energy transition and related sustainable energy finance topics in Indonesia and the ASEAN region.

Under direct supervision of GIZ Advisors, the trainee shall support the preparation and implementation of CASE for SEA programme in Indonesia, specifically the sustainable energy finance pillar. The support will be needed for:
  • Activities supporting Indonesian Government partners to de-bottleneck financing for Indonesia energy transition through improving access to finance, diversifying sources of finance and linking sources to potential renewable energy and energy efficiency project proponents (e.g., through matchmaking and dialogues), as well as supporting the enactment of a sound policy and regulatory landscape.

B.  Tasks

The Trainee will learn and support the following tasks: 

Support for the Mini Research and Knowledge Management:

  • With the CASE Indonesia team, support the mini-research and knowledge building exercises (e.g., desk reviews) on topics related to sustainable energy finance such as energy transition financing framework, financial derisking of renewable energy, carbon finance, financing schemes of RE and EE, and/or topics related to studies under CASE Indonesia. The approach to the mini-research should be treated as the traineeship's final output.  
  • Assist the CASE Indonesia sustainable energy finance team in updating relevant data and supporting documents for activity implementation, as well as collaborating with other GIZ projects or other donors.
  • Support the coordination with the communications team in supporting materials for knowledge products or content related to the Sustainable Energy topics;

Support for Stakeholder Engagements and Workshops/Dialogues/Forums

  • With the CASE Indonesia team, support activities in partnership/in support of private sector stakeholders/associations, financial institutions, regulators/policymakers, private investors, international financiers (e.g., philanthropies), donors and MDBs, as one of CASE for SEA programme in Indonesia mandate in the context of sustainable energy finance. The types of activities include: investment forum, matchmaking activity, workshop, and focus group discussion.
  • Preparing minutes of meetings and assisting regular discussions within CASE for the SEA programme, and engagements with stakeholders relevant to the CASE sustainable energy finance pillar and GIZ Indonesia-ASEAN SEF thematic pillar's activities;
  • Support the team in designing and implementing events such as forums, workshops, trainings, and dialogues, including the events' implementation and preparation, communications and coordination, and assistance on administrative tasks such as letters, etc.
  • Support the team in arranging post-event reporting and materials for results-based monitoring.
  • Assist the team in performing administrative duties and performing tasks.

C. 
Required qualifications, competences, and experience.
  • Bachelor's degree or final year master's student in economics, public policy, public administration, business administration, sustainable development, public finance, international relations, environmental sciences;
  • Basic knowledge and familiarity on sustainable energy finance and energy transition issues particularly in Indonesia;
  • Basic knowledge/awareness in Energy Efficiency and Renewable Energy Financing issues in Indonesia;
  • Experiences in conducting research, working on event management, and working on data analysis;
  • Experience in government relations and working in international development organisations will be an advantage.
  • Good communication, organizational and project management skills.
  • Good command of Ms. Office (Excel, PowerPoint, Word).
  • Proficiency in English and excellent writing skills.
  • Ability to work in a team and to adapt to an international working environment.

Working Hours: 5 working days per week, 8 working hours per day
